The call for a constructive approach to public procurement (CBO) is a competition procedure with negotiation based on art. 38, §1, 1
The CBO procedure appoints entrepreneurs who take care of the design and construction of social housing on land that they will sell to a social housing company (SHM). Each contract concluded deals with the construction of social housing, including the design and sale of the land to an SHM. The grounds are in the Flemish Region. In the specifications you will find the municipalities where you can submit a project. This CBO procedure consists of 3 phases. In phases 1 and 2 of this CBO procedure, the VMSW is the contracting authority and the VMSW acts as the SHM's representative. The mandate of the VMSW ends at the end of phase 2. In phase 3, SHM becomes the contracting authority / contractor and SHM conducts negotiations with you, the tenderer. You will find the SHMs participating in this procedure as an annex to the specifications. A budget of EUR 100 000 000 for rental properties and EUR 30 000 000 for owner-occupied properties is available for this procedure. The CBO procedure wants to conclude as many contracting agreements as possible within the available budget.
