The request for information seeks input on the upcoming Digital Self-Monitoring System competition to clarify minimum requirements and ensure fair competition, with comments due by October 23, 2025.

Servica Oy is preparing for the Digital Self-Monitoring System competition.

The purpose of the request for information is to gain additional clarification on the suitability and appropriateness of the minimum requirements in the request for proposal.

Bidders are requested to familiarize themselves with the contracting authority's preliminary draft of the request for proposal and contract, as well as other relevant attachments. The contracting authority aims to adhere to the principles of public procurement, which include fairness, non-discrimination, transparency, and proportionality.

The contracting authority asks bidders to pay attention to the following matters:
1) Is there sufficient information in the request for proposal regarding the procurement such that bidding is possible?
2) Are the requirements of the request for proposal proportionate to the quality of the procurement and the characteristics of the services?
3) Are there requirements or conditions in the request for proposal that could prevent the emergence of fair and non-discriminatory competition?
4) Is there incorrect or conflicting information in the request for proposal?
5) Is the proposed pricing model such that bidding is possible?

Comments on matters other than those listed above are also permitted.

The deadlines mentioned in the request for proposal are not final and will be determined only when the procurement notice is published.

RESPONDING TO THE REQUEST FOR INFORMATION

A potential bidder may participate in the request for information by sending comments no later than Thursday, October 23, 2025, by 16:00. Responses should be sent via email to hankinnat@servica.fi. Please title your message as follows: "Request for Information: Digital Self-Monitoring System [company name]".

The information provided will be treated confidentially. The contracting authority may ask follow-up questions to the bidders. The contracting authority is not obligated to respond to questions or change the content of the procurement based on the bidders' responses. By responding to the request for information, the bidder accepts these conditions. The tender service automatically creates deadlines for submitting questions and responding to the request for information instead of those deadlines previously mentioned.
