Starting position
Initial situation The Satteldüne specialist clinic in Nebel on Amrum is a rehabilitation facility for chronically ill children and adolescents under the auspices of DRV Nord.
It is intended to build cost-effective staff service apartments in accordance with the requirements profile defined by DRV Nord.
On the basis of an already existing preliminary planning (feasibility study), as well as the urban planning and legal requirements, new buildings are to be developed in a modular construction method.
It is planned to award a building construction plan, with the following contents according to HOAI
- Building construction
- Structural design
- Technical equipment ((plant groups a) sewage, water and gas plants; b) heat supply systems including I&C in connection with the existing control technology of the clinic, c) ventilation systems including I&C in connection with the existing control technology of the clinic, d) high-voltage systems, e) telecommunications and information technology systems)
- Building physics (heat, moisture and sound insulation)
- fire protection
- The services of the work phases 2-9 according to §§ 34, 50, 54 ff HOAI 2021 are to be commissioned in stages. The service phase 1 is not put out to tender, as the service has already been provided and is the basis for the planning lines advertised here.
- Level A: LPH 2 to 3
- Level B: LPH 4
- Level C: LPH 5 to 9
The deadline for completion of LPH 3 is set for 18.KW 2023.
The level classification may change in the course of the procedure. It is pointed out that there is no entitlement to realization / project implementation. There are no partial acceptances after the individual construction phases. Special services are required for performance phase 9. These will be described further during the submission of the offer.
task
The aim is the effective, economical, approvable and timely construction of 5 new residential buildings with a total of 30 residential units of different sizes, taking into account the peculiarities of the island of Amrum, in particular weather conditions and logistics. The preliminary feasibility study envisages 4 identical houses with 7 residential units each and a smaller house with 2 residential units.
The feasibility study is to be revised, in particular with regard to the barrier-free regulations of the state of Schleswig-Holstein. The living space layouts are to be checked and the apartment floor plans functionally optimized. If possible, the clinic specification should be achieved with 34 apartments (8 apartments with 1.5 rooms and 40 m², 8 apartments with 2 rooms and 50 m², 8 apartments with 2.5 rooms and 60 m², 4 apartments with 3 rooms and 80 m², 4 apartments with 4 rooms and 90 m², 2 apartments with 5 rooms and 90 m²).
The planning must be product-neutral, so that a modular or element construction of different providers can be implemented without problems. The special framework conditions of a modular or element construction method with regard to material selection, statics, building services, heat and sound insulation and fire protection must be taken into account.
The possible development is severely restricted by the local design regulations and the development plan, which is currently being amended.
A basement is not provided. Whether the existing cellar of an existing building to be dismantled (Taneneck) can be sensibly reused or how it is handled, must be checked.
The heat supply is either decentralized (gas supply is located in the Sateldünwai) or alternatively a district heating supply is conceivable if necessary. via a local heating supplier or CHP.
All apartments should have controlled ventilation.
There are no increased requirements for equipment, thermal insulation, noise protection, etc.

Determination of new building areas
Preliminary talks were held with the municipality of Nebel on the amendment of development plan no. 2.
As a measure of structural use, an increase in the GRZ to a maximum of 0.1 was promised (currently the GZR is 0.05), with a full storey and a converted attic).
The buildings have to adapt to the customary local design (local design regulations), e.g. hipped roof.
The municipality must be involved in the revision of the plans.
On this basis, it was determined that a living space of approx. 1,800 m² can be newly built on the available building area.
The focus will be on attractive and affordable housing for employees and their families.
For the smaller residential units, an optional merger should be investigated.
Location of the property:
- Sateldünwai between Sanghughwai and Tanenwai, 25946 Nebel
- Parcel 111/1, north of the Sateldünwais
- Partly parcel 108/2, construction area south of the Sateldünwais (Sanghughwai 34)
The "gaps" between the existing houses on the property are the new construction sites to be considered. The house Taneneck is dismantled (possibly including cellar) and replaced by a new building (see site plan overview plant).
Urban planning requirements
B-Plan 2 in current version
At the same time, the client commissions a 4th amendment to the existing B-Plan in accordance with coordination with the municipality / Amt Föhr Amrum (AmtFA). Close coordination between urban planners / environmental protection / planners modular or element construction houses is required. The coordination is carried out by the client.
