Accompanying public relations work in the federal funding project “The Via Culturalis — Southern Section”, Cologne

The object of procurement is the implementation and supervision of the conceptual building blocks “Continuing and Further Development of Communication Via Culturalis” and “Participation and Participation in Federal Program Events” within the framework of the project “The Via Culturalis — Southern Section” from the federal funding program “National Projects of the Urban planning 2018/19”.

The scope of services can be divided into 2 main blocks: On the one hand, the general continuation and further development of the communication concept Via Culturalis (block 1) and, on the other hand, participation in the annual event “Day of Urban Development” (Block 2).

At its core, the existing communication concept is to be steadened and further developed in a qualitative way. The main terms of information and experience should be continuously communicated via various print and digital formats via the project. In addition, the Audiotour Via Culturalis app is to be expanded and further communication formats developed and implemented in order to make the cultural quarter tangible in a sustainable way. In addition, the relevant actors are to be activated to participate in the Via Culturalis project by means of various event formats in order to increase quality in this particular district and secure it in the long term. The performance profile for this includes, among other things, the conception, organization, moderation and documentation of the dates.

As part of the annual day of urban development, it is always important to mediate Via Culturalis as a cultural district as a whole and, in particular, to inform about the two structural plans redesign Gürzenichstraße and St. Mary's open staircase in the Capitol. The events are to build on the very high standard of the previous funding period (2017-2019) in terms of scope and quality and offer a high-quality and varied program of events to the broad and interested city society. The performance profile includes, among other things, conception, organization, moderation and documentation.

To the background

The urban planning master plan for the city center from 2008 has been established as a director for the development of Cologne. In addition to this, so-called magnifying spaces were defined, which require a more in-depth urban design and functional consideration due to their historical, cultural and tourist significance. The first magnifying room, Via Culturalis, includes the inner-city cultural path and its immediate surroundings. Between the High Cathedral Church in the north and the prominent Romanesque church of St. Mary in the Capitol in the south, is an urban district that is unique in its significance for Cologne's city history and its density of remarkable cultural building blocks. The idea of Via Culturalis describes the ambitious plan to make the time levels and traces of time of 2 millennia of city and cultural history visible and comprehensible in public space.

The Federal Ministry of the Interior, Construction and Home is funding the City of Cologne's Via Culturalis project as part of the funding program National Urban Development Projects. This must be taken into account, in particular with regard to the quality of the project process, its transparency and when the project is communicated to the public. Increased attention must also be given to the timing framework for funding as part of the planning and implementation of the measures.

A funding period of 2019-2023 is currently planned for accompanying public relations work. Due to delays in connection with the corona pandemic, the funding period is to be extended up to and including 2024. The service period for accompanying public relations work extends until 2024.

We are looking for a communication agency with innovative ideas as well as the technical and graphic know-how that can serve the services required in the 2 main blocks described above.
