The object of the procurement is the framework agreement for the developer, supervision and project manager services of Varsinais-Suomen Asumisoikeus Oy's unidentified renovation and new construction projects.
The acquisition is divided into two subdivisions:
1. Developer, supervision and project manager services for renovation projects, as well as;
2. Developer, supervision and project manager services for new construction projects.
The tenderer may submit a tender and be selected as a supplier for one or both areas. Subdivision sub-offers will not be accepted. The ten (10) best-placed bidders in the comparison by sub-area will be selected for each section. Where there are fewer than ten tenderers per division, all tenderers meeting the suitability and minimum requirements for tenderers who have submitted a tender in accordance with the invitation to tender shall be selected for the lot.
The actual contract period of the framework agreement is two (2) years, after which it is possible to extend the agreement with two one (1) year options. The maximum duration of the contract period is therefore four (4) years.

The assignments will consist of construction, supervision and project manager services related to individual projects in accordance with the current project plan.
Renovation projects: Developer, supervision and project manager servicesThe tasks of a property developer consultant that are the subject of a procurement may include, for example, the following tasks in the contracting entity's renovation projects:
- project preparation (project planning and needs assessment);
- rakennustapavertailut;
- kustannuslaskenta;
- selection of contractors;
- urakkaneuvottelut;
- drawing up works contracts and programmes;
- hankintatoiminta;
- planning and preparation of projects;
- construction control and monitoring, as well as the reception procedure.
The purpose of supervising construction works is to monitor the interest of the subscriber and ensure the completion of construction projects in accordance with both plans and agreements, laws, regulations, regulations and regulatory guidelines and in accordance with good construction patterns, the best possible outcome in order to achieve.
Supervisory tasks may include, for example, the following tasks:
- site supervision, inspection of work phases and work performance;
- control of quality assurance of materials, supplies and contractors;
- monitoring of timetables and milestones;
- assessment of the impact of the changes;
- financial control and preparation of a final financial statement;
- preparation of documentation;
- the duties of the safety coordinator.
Project manager tasks may include, but are not limited to, the following tasks:
-monitoring, control and reporting of construction
-coordination of developer and supervisory tasks, oversight
-handling of official matters
-steering and drafting of the project plan
-financial and scheduled planning and monitoring of projects, as well as making project forecasts and reporting
In its tender, the tenderer appoints a developer consultant, a supervisory consultant and a project manager who meet the training and competence requirements set out in the invitation to tender. The project manager to be appointed must be a different person from the other persons to be appointed. If the tenderer submits a tender for both areas (1&2), the persons to be nominated may be the same or different persons by subdivision, but the project manager cannot be appointed as a developer or supervision consultant.
New construction projects: Developer, supervision and project manager servicesThe developer tasks that are the subject of the procurement may include, for example, the following tasks in the contracting entity's new construction projects:
- project preparation (project planning and needs assessment);
