Fredrikstad Municipality and Hvaler Municipality have a total of 32 schools, approx. 9500 pupils, and approx. 1000 teachers. The pupils have Chromebooks. The teachers have a mix of Chromebooks and PCs as work tools.
The contract will ensure that the municipalities have secure access to a breadth and diversity of high quality digital teaching aids at competitive prices. Tenderers must be able to deliver digital teaching aids from a diversity of publishers/manufacturers for all years and subjects in primary and secondary schools.
The aim of the procurement is to give schools access to relevant teaching aids in order to reach the goals in the current curriculum.
The contract does not involve any obligation to procure a specific quantity/volume. The contracting authority will first be financially obligated at each call-off/order under the contract. The contracting authority will procure the necessary licences as and when the need arises.
When procuring services under the contract, each municipality will act as a separate legal unit, including be responsible for their own financial obligations.
The teaching aids must support the requirements in the Education Act and the government's strategy for primary and secondary school education. In addition, the teaching aids must comply with the applicable legislation and requirements concerning universal design, information security and personal protection.
The contracting authority is free to procure products that are not covered by the contract or that cannot be offered in this contract, outside the framework agreement.
The contracting authority currently has existing licences with a contractual obligation that will overlap with this contract.
The contracting authority has a separate framework agreement for the delivery of printed school books. Digital teaching resources that are part of the printed teaching aids are included in this framework agreement.
There can be changes in the contracting authority's need resulting from changed financial framework terms/budget, organisational and political changes, and municipal activity.
