For the development "Hillerheide - Leben am See" extensive new planning law must be created. The subject of this VgV procedure is the implementation of 5 environmental assessments as well as the preparation of 6 accompanying landscape conservation plans for the preparation of the development plans 320 sub-plans 1 - 6 for the former trotting track area in accordance with § 2 para. 4 BauGB using Annex 1 BauGB and Annex 1 No. 1.1 HOAI 2021 as well as in accordance with § 26 HOAI 2021 in conjunction with Annex 7 HOAI 2021 for service phases 1 - 4.

The ISEK Hillerheide, which was developed on behalf of the city of Recklinghausen in 2015 and decided by the council, defines the following five key projects for the development of the Hillerheide district:

1. “Future concept former trotted track”

2. “Urban integration Blitzkuhlenstraße”

3. “Attractive center Gertrudisplatz”

4. “Neighbourhood Life - Complementing and Networking Existing”

5. “Energetic district renovation”

The aim of the implementation of ISEK Hillerheide is to create a sustainable and future-proof residential area on the former trotting track area and to integrate it as best as possible into the grown Hillerheide district, taking into account the local development and infrastructure, the residents and their usage requirements.
