The framework agreement will cover client consultancy in the environmental impact assessment phase. The task solution will in particular include the preparation of the necessary technical basis for deciding on further implementation of the project, which is described in more detail in point II.2.4 of the contract notice and in the tender documents.
The consultancy's services under the Framework Agreement are expected to commence in September 2022 and continue until the necessary technical basis for the environmental impact assessment and the preparation of the basis for a decision on further implementation of the project have been prepared. This is expected to be provided by 2025, but could extend further.
The framework agreement will cover client consultancy in the environmental impact assessment phase. The consultant is expected to provide the following services within the following main areas under the Framework Agreement: - Technical pre-design of the Eastern Ring Road's installations incl. electrical and mechanical installations. - Preparation of a Design Basis, including in particular advice on compliance with the Tunnel Safety Directive. - Preparation of the basis for and contribution to the technical parts of the environmental impact report. - Planning and assessment of geological, geophysical and geotechnical surveys. - Assistance in the procurement of geotechnical field and laboratory surveys. - Advice on the deposition of excavated masses. - Consultancy tasks in connection with the determination of "Reference Conditions", i.e. navigational conditions, meteorological and hydrological conditions, etc. - Advice on architecture and landscape, incl. visualizations. - Miscellaneous ad hoc tasks. In the start-up phase, the consultant must review the available material for the Port Tunnel Project and other relevant projects and conditions, and carry out his detailed planning on this basis.
