Consultation and training for municipalities and regions in the field of climate change adaptation.
The subject of the public procurement is the implementation of four activities:
• A1: Training on climate change adaptation;
• A2: Review and categorization of project proposals and ideas in municipalities and regions;
• A3: Support for the development of projects and/or project ideas for their improvement;
• A4: Expert guidance on excursions.
The listed activities relate to the fundamentals of climate change adaptation (general adaptation), on those aspects of climate change adaptation and strengthening climate resilience that are connected to the competencies of municipalities and tasks of regional development agencies as well as local energy agencies. Consequently, the applicant must provide expertise related to climate change adaptation in at least the following thematic areas:
• strategic planning and evaluation of strategies, programs, or measures in the field of climate change adaptation (specifically outlined in the next eight points),
• spatial planning (e.g., considering hazards from floods and landslides, inclinations and landslides in land-use planning; OPN requirements in connection with adaptation for private investors),
• drinking water supply (mainly resilience to droughts),
• management and provision of climate resilience in public spaces (e.g., greening, appropriate selection of plant species, care for greenery in public spaces, ensuring free and accessible drinking water in public spaces, preventing stormwater stagnation),
• managing and ensuring climate resilience in local transport infrastructure (including bicycle paths),
• managing and ensuring climate resilience of properties owned by municipalities (e.g., ensuring functionality during heatwaves while simultaneously maintaining energy efficiency of the building),
• public health measures at the community level (e.g., providing publicly accessible cool spaces),
• public transportation (mainly the usability of vehicles during heatwaves),
• protection, preparedness, and response to climate-related disasters and emergencies.
A more detailed description of the services is available in the Project Task.
