The public procurement is focused on the implementation of technical security measures in accordance with Act No. 181/2014 Coll. on cybersecurity, respectively Regulation No. 82/2018 Coll. (Head II) on security measures, cybersecurity incidents, reactive measures, requirements for submissions in the field of cybersecurity, and data disposal (hereinafter referred to as the "cybersecurity regulation"), as well as related legal regulations.
The subject of the public procurement is the innovation of the critical information infrastructure of the Czech Hydrometeorological Institute (ČHMÚ), used to ensure production operations and maintain the continuity of state and public shared services. The main goal of the project is to increase the resilience of the information and communication system in the area of cybersecurity. The outcome will be of crucial importance for the sustainability of cybersecurity for the critical information infrastructure of ČHMÚ, which is currently threatened by several factors. Technological obsolescence of operational infrastructure and the associated increasing incompatibility with modern standards and systems significantly reduces the ability to respond effectively to the dynamic increase, diversification, and sophistication of cyberattacks.
The public procurement specifically addresses the infrastructure and systems designated for long-term data storage and archiving (hereinafter referred to as the Archive), operation of database systems, production and service services of ČHMÚ (hereinafter referred to as Database and Application Services). Both the Archive and the Database and Application Services are key systems for maintaining the operation of services and realization of products of ČHMÚ. Additionally, these systems are part of the KII entitled "Information System of the Specialized Departments of ČHMÚ.
The subject of the public procurement is the implementation of technical measures according to § 5 par. 3 of the Cybersecurity Act in the form of the supply of hardware and software tools to increase the resilience and cybersecurity of the information and communication system operated by the contracting authority, including server equipment.
The public procurement thus comprises a comprehensive range of deliverables, specifically:
• conducting a detailed analysis of the contracting authority's requirements for the delivery of technological hardware and software elements and environments of the contracting authority and creating a draft of the implementation procedure for hardware and software within the technical equipment of the contracting authority; the implementation analysis will include clarification of the technical parameters of hardware and software and its implementation, development of acceptance criteria, and will be in accordance with the specification of functional and other requirements for hardware and software according to the technical specification;
• delivery of hardware, i.e., physically existing technical devices and equipment that meet the requirements of the contracting authority, including the delivery of software necessary for the operation of the hardware, according to the detailed specifications outlined in the technical specification;
• ensuring the implementation of hardware and software in the contracting authority's environment, including necessary installation steps and the provision of necessary software for the operation of elements in the contracting authority's environment;
• ensuring manufacturer warranty support for 5 years from the date of acceptance of the last partial delivery of hardware, for all supplied hardware;
• ensuring warranty operational support for the supplied software for 5 years from the date of acceptance of such software;
• providing services such as consulting activities, maintenance services, development and training services as needed by the contracting authority; and
• providing exit services.
