Description:
GRDF is seeking a provider for outbound desktop publishing services as part of the Gas Change Project, including document composition, printing, inserting, postage, and archiving, with a maximum purchase order amount of €2,650,000.
23-TPIT-104 - Outgoing Desktop Publishing Gas Change

As part of the Gas Change Project, preparing the conversion of the distribution network mainly in Hauts-de-France, GRDF is launching a consultation in order to have a reliable and quality outgoing communications process to ensure the information of GRDF's customers from the arrival of the project in its municipality to the completion of the adjustment at home.

The contract is for the provision of outbound desktop publishing services.

The contract also involves the development of a solution, integrating the necessary interfaces with GRDF tools, to set up and monitor the actions planned within the framework of end-to-end services and basic services.

The contract is for the provision of outbound desktop publishing services as part of the Changer de Gaz project.

Desktop publishing services are divided into five publishing production channels:

- Industrial sector: dynamic document composition, printing, inserting, postage and postal deposit.

- Hybrid channel: merging of address data with a document composed by GRDF, printing, inserting, postage and postal deposit.

- Single-piece process: acquisition of documents composed by GRDF by dematerialized means via an interface (accessible via the Internet from the user's computer), printing, inserting, franking and postal deposit.

- Electronics: dynamic composition of messages and distribution by Email or SMS, dynamic composition of documents and exchange with specific platforms

- Archiving track: secure archiving of all documents composed in other streams.

GRDF's needs include:

- Follow-up of production,

- Data management and exchange,

- The acquisition of documents already composed by GRDF,

- The composition of documents from raw data from the GRDF application,

- The merging of address data with a document composed by GRDF,

- Flow management / sorting, grouping, splitting, franking (TREA),

- Supply and management of consumables,

- Printing from flows composed by GRDF's IS or directly by the Service Provider,

- Inserting, postage, postal deposit,

- Management of undelivered envelopes (PND),

- Acknowledgment of receipt (AR) management,

- Distribution of digital envelopes (Email/SMS),

- Interconnection with specific platforms

- Archiving of all outgoing communications

- The development of a global solution, the necessary interfaces and the review of the history.

The contract will be made up of a flat-rate part for the project phase and reversibility and a purchase order part for end-to-end services, basic services and additional services. The maximum amount of the purchase order portion is set at €2,650,000 excluding VAT
