The subject of the contract is a long-term loan service for the Wiskitki commune. Long-term loan in accordance with Resolution No. 54 / IX / 19 of the Wiskitki Commune Council of 8.7.2019 for the purpose of financing:
a. to finance the planned budget deficit of the Wiskitki commune in 2019 in the amount of PLN 6,439,216.00;
b. financing in 2019 of repayment of installments of previously incurred liabilities due to loans in the amount of PLN 1 660 784.00.
Loan amount: up to PLN 8,100,000.00 (in words: eight million one hundred thousand zlotys).

Loan amount: up to PLN 8,100,000.00 (in words: eight million one hundred thousand zlotys).
Loan period: 2020–2030.
The loan will be collected (put at the disposal of the Ordering Party) in tranches from the date of signing the contract until 31/12/2019.
Grace period in capital repayment until the end of 2020.
Determining the value of loan disbursements and the deadline for placing them at the disposal of the Employer will be made by the Employer submitting a demand for funds. The maximum deadline for disbursement of the loan tranche will be specified in the contract based on the Contractor's offer.
The demand for funds will be forwarded to the Contractor in the form of a written instruction, confirmed by the signature of the Commune Head and the Treasurer of the Commune or persons replacing them, via e-mail (scan).
7. The loan principal installments will be repaid in quarterly installments on the following dates and amounts:
1) until December 31, 2121 in the amount of up to PLN 810,000;
2) until 31.12.2022 in the amount of - up to PLN 810,000;
3) until 31.12.2023 in the amount of up to PLN 810,000;
4) until December 31, 2014 in the amount of up to PLN 810,000;
5) until 31.12.2025 in the amount of up to PLN 810,000;
6) by 31/12/2026 in the amount of up to PLN 810,000;
7) until 31.12.2027 in the amount of - up to PLN 810,000;
8) until December 31, 2016 in the amount of up to PLN 810,000;
9) until 31/12/2029 in the amount of up to PLN 810,000;
10) by 31/12/2030 in the amount of up to PLN 810,000.
The repayment of interest in quarterly periods in the years 2019–2030 will take place on the last business day of the quarter.
The amount of credit used is interest-bearing on an annual basis, according to a variable interest rate. The interest rate is equal to the reference rate plus the bank's margin.
The reference rate is the WIBOR 1M rate denoting the interest rate for 1-month interbank deposits, calculated as the average from the last month preceding the month for which interest is calculated.
The bank's margin is fixed during the contractual loan period.
To calculate the amount of interest, the actual number of days in each quarter is taken from the actual number of days in a year (365/365 and 366/366 in a leap year).
The amount of one-time bank commission on a loan granted cannot
Exceed PLN 5,000.00 (say: five thousand zlotys, 00/100).
The Purchaser reserves the following:
a) the possibility of taking a loan in an amount lower than the amount set without additional costs, fees and commissions for the Contractor;
b) the Employer's right to repay all or part of the loan in advance, at dates convenient for him, after prior notification to the Contractor of his intention to repay within 3 days before making it. In this situation, interest on the loan will be calculated only on the current debt and for the actual period of its occurrence, and the Employer will not incur any costs, fees and commissions in this regard to the Contractor.
In such cases, the parties will agree on a new repayment schedule.
