The procurement unit (Intelligent Traffic Management Finland Ltd, Finrail Oy, Vessel Traffic Services Finland Ltd, Air Navigation Services Finland Oy and Traffic Management Finland Oy) will apply for ICT Traffic Management Consultations. Acquisition of ICT consulting for traffic management (road, track, sea, air).
The purpose of the framework agreement is to acquire the ICT consulting services required by the subscriber as separate mandates from the tenderers selected for the framework agreement. The contracts covered by the framework agreement are related to the provision of technical ICT expert services to the subscriber and may, for example, be related to the definition, development, further development, maintenance and quality and information security of various information systems. Assignments can be either targeted projects or longer-term service purchases.
This framework agreement will provide services for traffic management ICT consulting services.
The framework agreement covers expert services and assignments in the field of traffic management and control (road, rail, sea and aviation), including:
- Monitoring system implementations as a subscriber's representative
- Project Manager and Information System Project Manager Tasks
- Design, definition, implementation and maintenance of services, information systems, applications and interfaces
- Definition, control and implementation of testing
- Acting as an operator between the subscriber and suppliers in the maintenance of production systems
- Acting as a technical administrator of the systems as the subscriber's representative
- Mapping, evaluating and developing existing technical environments and ICT environments for existing road, rail, sea and aviation traffic
- Making and completing the functional architecture of traffic management and other archive levels of the target area
- Making road folders to reach your target state
- Assistance with procurement
- Make definitions and specifications for procurement
- Expert tasks related to the evaluation of tenders
- Conducting industry related surveys.
Within the framework agreement, services are delivered as separate mandates as defined in the framework agreement. Assignments can be either targeted projects or longer-term service purchases. The total value of contracts under the framework contract is estimated at EUR 1,500,000-3,500,000 per year. However, the value of the purchases may vary significantly from year to year, and the subscriber does not undertake to order suppliers to work at any given amount.
The framework agreement will be multiannual (3 years + 2 year option) and the related assignments are scheduled to start in the summer of 2019. Individual orders are executed in accordance with approved project plans or work plans. The assignments are mainly made at the supplier's own premises. In the case of a longer-term project manager or expert resource, the supplier's person can be assigned a workstation from the subscriber's premises and the subscriber is responsible for the costs arising therefrom.
