This tender was launched as a result of the imminent expiry of the current framework agreement on hiring staff.
Tendered is the hiring of staff.

The intended start date of the framework agreement is: 1 September 2023.
The framework agreement has an initial duration of two years and will continue until: 31 August 2025.
The Client has the option to extend the framework agreement twice for the period of one year each.
The General Purchase Conditions for supplies and services RUD Zuid-Limburg 2020 (Annex General Purchasing Conditions RUDZuidLimburg) apply to the framework agreement, except insofar as this is deviated from in this Procurement Guideline or in the Programme of Requirements.
Lot 1 Licensing authorities and supervisorsLot 1: Licensing authorities and supervisors
This concerns the core functions for the tasks of granting permits and (environmental) supervision. Mainly within the Permits department and the Environmental Supervision and Safety department. Occasionally within other departments.

Lot 2 Technical specialist staffLot 2: Technical specialist staff
It concerns the core functions for advising on specific areas of expertise including soil, noise, external safety, BRZO (not exhaustive). Mainly within the Specialist and Legal Supervision department and the Advice and Research department. Occasionally within other departments.
The estimated contract value for this plot is 2,080 hours per year.
Lot 3 LawyersThis concerns the legal advice and litigation for all licensing, supervision and enforcement tasks of the organization within the Specialist and Legal Supervision department and the Permits department.

Lot 4 Business operations and information managementThis concerns the support functions within the organization mainly within the Staff and the Advisory and Research department.

Lot 5 TraineesThe RUD ZL has been dealing with an overwrought market for professionals for some time. Finding and keeping staff is not self-evident in today's market. The demand for qualified personnel is currently higher than the supply. And qualified personnel is a requirement to comply with laws and regulations. This development can also be observed in other environmental services. The necessary rejuvenation of the workforce means that the RUD ZL has for some time now also focused on the training of unqualified employees through training-on-the-job / traineeships. These are used within all departments of the RUD ZL. Tenderers are also expected to be able to provide the necessary training for the trainees, specifically aimed at the field of activity of the RUD ZL.
