The public contract is a framework agreement which fixes all the contractual stipulations. It is carried out as and when order forms are issued under the conditions set out in articles R. 2162-13 and R. 2162-14 of the public order code. The framework agreement is concluded with a minimum and maximum expressed in value within the meaning of article R. 2162-4, 1º of the public order code. The contractual amounts are as follows: minimum amount for the entire duration of the public contract: 40,000 EUR excluding VAT, maximum amount for the entire duration of the public contract: 390,000 EUR excluding VAT. The public contract is a single beneficiary. The services that can be ordered are described in the CCTP.
The public market includes:
- a share of foreseeable services concluded at global and fixed price;
- a portion of non-programmable services concluded at unit prices.
The part of foreseeable services corresponds to the following flat-rate services:
- preventive maintenance;
- 24/7 breakdown assistance;
- the assumption of responsibility, by the holder, of labor and travel costs resulting from preventive maintenance and repairs;
- supply of current consumables as well as drain kit, drain oil, coolant, air filters, diesel filters, seal kit and small consumables;
- evacuation and monitoring of maintenance-related waste (Filters, coolant, oil);
- training of CHU staff.
The portion of non-programmable services corresponds to the following services:
- the replacement on order form of defective parts;
- work to improve or bring into conformity the installations maintained. For the performance of this work, the CHU reserves the right to put other service providers in competition, and to award them, where appropriate, the work concerned.
The excluded services are: the maintenance ranges according to the manufacturer's recommendations type W5 and W6 for MTU called “major maintenances”.
