The existing Annenhof multi-storey car park is located close to the city centre on the south-eastern edge of Bitburg's old town. It is conveniently located as an access point to Bitburg's city centre and is used by visitors to the Marienhaus Klinikum to the south. It thus represents a central building block in Bitburg's transport infrastructure.
The multi-storey car park with its outdated equipment, design and too small parking spaces no longer meets the current requirements.
Due to the structural poor condition, the existing multi-storey car park is to be dismantled and replaced by a modern new building.
The project is located within the redevelopment area "Active Inner City Bitburg". Funding from the federal/state programme "Urban Renewal" – "Living Centres (LZ)" is being sought for the resignation (regulatory measure). The successor development will significantly shape the surrounding area of Bitburg's city centre, where many measures have already been and will continue to be the subject of past or current urban development subsidies, in terms of urban development. Approximately 350 parking spaces including the special parking spaces as well as the ancillary rooms and other areas necessary for operation are to be realized in the parking garage. In 2021, a one-stage, open building construction and open space planning implementation competition with an idea section in accordance with RPW 2013 was carried out, decided and subsequently the services of the object planning building were awarded and commissioned.
A sustainable, economical construction as well as an appropriate formulation of the materials used are to be implemented. As a role model function in the construction of public buildings, the State Climate Protection Act should be observed in the planning, in particular the energy saving, the increase in energy efficiency, the use of renewable and passive energy sources as well as the use of intelligent, uncomplicated and user-friendly plant technology.
For this project, the specialist planning services of the Technical Equipment HLSE, ALG 1-4, 6, 7 according to § 55 HOAI 2021 are now to be awarded for the entire project in the present procedure. The documents of the 1st prize winner of the competition intended for implementation are attached to the award documents.
The order for specialist planning is placed in stages. The assignment is initially only for the work phases 1 - 4. Within the framework of the individual service phases, the contractor must, subject to the conditions, provide the listed services of the respective service phase, regardless of whether these services are basic or special services of the respective service phases within the meaning of the terminology of the HOAI 2021. The client intends to gradually expand the order if the budgetary and, if necessary, funding requirements, the continuation of the planning and implementation of the project. The further performance levels will be called up in writing by the client in accordance with the progress of the project. A legal claim of the contractor to the transfer of these services does not exist, as well as no claim of any kind to remuneration and / or reimbursement of costs in the event of the lack of follow-up orders of further processing stages.
If the client assigns further service phases to the contractor, the contractor is obliged to perform these services within the scope of this contract in accordance with .dem schedule.
In the context of the present proceedings, the services Technical Equipment HLSE, ALG 1-4, 6, 7 pursuant to § 55 HOAI 2021; LP 1-4, 5, 6-8, 9.
At the current stage of the project, the client only sees the necessity of the special or project-specific services contained in the service description Part B with regard to the service profile. Should the necessity of the provision of further special or project-specific services arise, these may be subsequently commissioned on the basis of the hourly rates offered or by mutual agreement on a flat-rate basis.
