Description:
Provision of municipal waste collection and management services from property owners residing in the Kroczyce commune

The subject of the contract is the provision of municipal waste collection services from the owners of real estate where residents live, located in the commune of Kroczyce, and management of this waste.

The scope of the contract is the collection and management of the municipal waste stream in a way that ensures the achievement of appropriate levels of recycling, preparation for re-use and recovery by other methods, and the reduction of the weight of biodegradable municipal waste sent for storage as part of the entrusted task.

The contractor is obliged to handle the waste in a manner consistent with the waste management principles set out in the Act of 14.12.2012 on waste (i.e. Journal of Laws of 2019, item 701, as amended), the Act of 13.9 1996 on maintaining cleanliness and order in municipalities (i.e. Journal of Laws of 2018, item 1454, as amended), in accordance with the requirements of environmental protection and the Waste Management Plan for the voivodship Silesia.

The order includes:

I. Collection of waste directly from residential property, broken down into waste:

1) mixed up;

2) paper;

3) metal, including metal packaging waste, plastics, including plastic packaging waste and multi-material packaging waste;

4) glass, including packaging waste from glass;

5) biodegradable waste, with particular emphasis on bio-waste, including biodegradable packaging waste if it is not composted;

6) furniture and other bulky waste.

II. Waste collection from the selective municipal waste collection point (PSZOK):

1) From the point of selective collection of municipal waste, the Contractor will be obliged to collect municipal waste such as:

a) expired medicines and chemicals;

b) waste batteries and accumulators;

c) waste electrical and electronic equipment;

d) construction and demolition waste resulting from renovations and other construction works carried out on its own, for the performance of which it is not required to obtain a building or demolition permit, as well as for which it is not required to report to the building and architectural administration;

e) worn tires;

f) other hazardous waste separated from the municipal waste stream;

g) paper;

h) metal, including metal packaging waste, plastics, including plastic packaging waste and multi-material packaging waste;

i) glass;

j) biodegradable waste, including green waste and bio waste;

k) bulky waste.

2) The Contractor is obliged to collect waste from PSZOK as needed, but at least once a month.

III. Real estate equipment with containers for municipal waste collection:

1. Municipal waste will be collected in containers (buckets) with a minimum capacity, taking into account the following standards:

a. for real estate where 1 or 2 people live - at least 120 l;

b. for real estate with 3 to 5 people - at least 240 l;

c. for real estate with 6 to 10 people - at least 360 l (or 240 l + 120 l interchangeably);

d. for real estate with 11 to 20 people - 1100 l, accepting a container with a capacity of 1100 l for every 10 people

2. Selectively collected waste will be collected:

in single-family housing - in transparent polyethylene bags with a capacity of 120 l, in the following colors:

a. blue - which may be marked with the inscription "Paper" - intended for paper;

b. green - which may be marked with the inscription "Glass" - intended for glass,

c. yellow - which may be labeled "Plastics and metals" or "Metals and plastics" - for plastics, multi-material packaging and metal;

d. brown - which may be labeled 'BIO' or 'Biowaste' - for biodegradable waste.

In multi-family housing, selectively collected waste will be collected from containers with a capacity of 1,100 l for each waste fraction, i.e. paper, glass, bio-waste and collected together plastics, multi-material packaging and metal. The containers should be marked with the appropriate inscription - "Paper", "Glass", "Biowaste" / "BIO", "Plastics and metal" / "Metals and plastic", according to their intended use.

IV. Equipping the containers with the Municipal Selective Waste Collection Point (PSZOK) located at the Base of the Municipal Budget Plant in Kroczyce at ul. Peasant Battalions

V. Frequency of municipal waste collection from real estate according to the rules set out below:

Mixed and segregated municipal waste is collected from real estate on a schedule with a frequency of:

a) for single-family housing - once a month;

b) for multi-family housing - once every 2 weeks.

Bulky waste - at least once a year.
