The Government of Punjab through the Government of Pakistan has received International Development Association (IDA) financing in the amount of 300 million USD ($) equivalent from the World Bank toward the cost of “Punjab Clean Air Program (PCAP)” and it intends to apply part of the proceeds to payments of 20 Million USD ($) for IPF Component for goods, works, non-consulting services and consulting services to be procured under this project.



 



The IPF (Investment Project Financing) Component of PCAP supports technical assistance for implementing, monitoring, evaluating, and strengthening air quality management (AQM) across Punjab. It complements the larger PforR (Program-for-Results) structure that includes Air Quality Management (AQM) and Awareness Raising, Transport Sector Abatement, (E-bus deployment business models, Inspection and emission certification systems for 2-wheelers, Buyback scheme design for polluting vehicles, Promotion of e-2/3 wheelers (EVs) and charging infrastructure and public transport user satisfaction surveys), Agriculture Sector Abatement (Promotion of super seeders to reduce crop residue burning (Awareness and behavior change campaigns for sustainable farming practices) and Cross-Sectoral Studies and Institutional Strengthening



 



Through IPF Component, different goods, services and non-consulting services may be procured through Open International / National Competitive Bidding process. Key procurements under category of goods include procurement of IT equipment, software for emissions data handling, Transport equipment and hardware for AQM support and Office furniture and fixtures for new units and Non-Consulting Services includes, Installation, operation, and maintenance of air monitoring systems, Survey execution (transport satisfaction, emissions, etc.) and public engagement/media campaign implementation through RFQ, RFB (NCB) / ICB procurement methods. Whereas Consulting Services are to be procured through National / International competition following CQS, QCBS, ICS as the case may be, and includes E-bus business model, Two-Wheeler Emissions Inspection Study, framework, Buyback Scheme Design, E-Bus Business Model Study, E-2/3 Wheeler Financing Facility Design, Third-party and Media campaigns verification (TPV) etc.. Besides that, the operation will also finance the Program for Results (PforR) procurements by following local Procurement Rules.



 



The Punjab Clean Air Program have multiple implementing agencies namely Coordination Monitoring Unit (CMU) and the Program Implementation Unit (PIU). The procurements will follow World Bank Procurement Regulations using the STEP system. Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers (July 2016 and revised September 2023) and is open to all eligible firms and individuals as defined in the Procurement Regulations. After project negotiations, the World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection.



 



Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available on the World Bank’s external website and newspaper of national circulation in the Borrower’s country and official gazette / websites.
