The tender is conducted by Port of Aalborg A/S, Vejdybet 16, 9220 Aalborg Øst, CVR. 12473192 (hereinafter referred to as “Port of Aalborg”), which, in accordance with FVD art. 4, sec. 1, letter a, is the contracting authority. The tender is conducted under the European Parliament and Council Directive 2014/25/EU of February 26, 2014, on procedures for awarding contracts in the field of water and energy supply, transport, and postal services, and repealing Directive 2004/17/EC (hereinafter referred to as “FVD”) art. 48 as a competitive dialogue. Port of Aalborg has conducted a market dialogue with, among others, potential suppliers prior to the tender. The market dialogue showed that Port of Aalborg's needs cannot be met without adapting already available solutions and that the Agreement includes design and innovative solutions. The assessment is partially based on the expectation that the Delivery will provide shore power with high power peaks (up to approximately 2 MW) and various voltage levels (including 400–450 V and 6.6 kV), integrate a battery storage system (BESS), and be supplied with a cable management system (CMS) suitable for operation in an ATEX zone 2 environment at the oil harbor. In light of this, the tender is being carried out as a competitive dialogue. Port of Aalborg will prequalify three (3) applicants. Port of Aalborg has also had a feasibility study prepared by Leap as part of the market dialogue. Port of Aalborg has publicly disclosed relevant information exchanged with Leap in accordance with FVD art. 58 - 59, as well as deadlines for the submission of applications and offers, so that any time advantage is neutralized. The relevant information is attached as Annex A. The project concerns the tender for Agreement Regarding Hybrid Onshore Power System at Port of Aalborg (hereinafter the “Agreement”). The scope and content of the project are further described in the Agreement with annexes. Port of Aalborg wishes to enter into a single overall agreement for the tendered Delivery. Port of Aalborg aims to establish a system capable of supplying electricity (shore power) to ships visiting the harbor. The system should also supply electricity to the harbor's mobile cranes, which are being gradually replaced with electric hybrid versions. Traditionally, the task is managed through the establishment of a network of cables and cable cabinets, powered from the electricity grid. Since Port of Aalborg has 5,600 meters of quayside, the establishment costs will be significant. Instead, Port of Aalborg wishes to establish a mobile system with large batteries as the supply source. The system will be constructed in standard containers for easy handling and deployment at all the harbor's quay areas. Two OPS units are required, capable of delivering up to 1.25 MW of power in the voltage range of 400-690 V and 50/60 Hz. Additionally, a total battery capacity of 10 MWh and a power output of 1.25 MW distributed over 2-3 containerized units is desired. To achieve better returns on the investment, the batteries must be designed to also function as a traditional BESS facility, allowing them to be sold for grid stabilization. A connection facility for the batteries will be established in a centrally located area at Østhavnen for both charging and selling grid-stabilizing services. Port of Aalborg will provide a 10 kV supply to the connection facility, with a maximum power of 10 MW, connected with limited grid access. A software solution is also required to monitor all units and manage the interface between when the batteries can sell services to the grid and when they are booked for other uses. Quay 8005 in Aalborg Østhavn has approximately +100 calls annually from a specific type of ship. The demand here will be too great to be supplied with batteries. Therefore, there is also a requirement for one OPS unit, which can be connected to the electricity grid and provide up to 2 MW of power. Like the other two facilities, it should be able to deliver in the voltage range of 400-690 V and 50/60 Hz, with an additional requirement for 6.6 kV. At quay 8005, Port of Aalborg supplies 10 kV power at three specific points on the quay, where cabinets with 10 kV outlets are to be installed. The supply line must be connected to the connection facility. The complete facility should have a fully automatic grounding system, so that all connections and disconnections can be made by instructed personnel without the need for installer certification. This can be done, for example, via a Castle key system or similar, so that connections or disconnections cannot occur unless the entire system is locked with grounding. Sufficient CMS is to be supplied to service ships with shore power. Additionally, the Delivery includes consultancy services related to the testing and delivery of the System, as well as the establishment of a support and service agreement. Port of Aalborg expects that the winning Bidder will offer a support and service agreement for a period of 12 years. The Agreement also includes an option regarding the Delivery of Optional Deliverables, cf. Annex 3 (Specification of Requirements). The collaboration between the winning Bidder and Port of Aalborg is governed by Annex 0 - Collaboration Agreement, which both parties will sign. The collaboration agreement describes how Port of Aalborg wishes to implement the project as Integrated Cooperation in a close and equal partnership between the winning Bidder and Port of Aalborg. It is a requirement that Port of Aalborg can utilize the Delivery by the end of 2027. Port of Aalborg wishes to emphasize that the project's timeline, cf. Annex 2 (Timeline), is a preliminary draft and a starting point for dialogue. The timeline may be adapted and adjusted both in terms of the total time from startup to delivery and for the duration and distribution of the individual phases/periods.
