Supply and installation of equipment within the project DEVELOPMENT OF GENOMIC RESEARCH IN ROMANIA (ROGEN), project code 324809, submitted under the call for projects PS/272/PS_P5/OP1/RSO1.1/PS_P5_RSO1.1_A9 - Support for the implementation of strategically important research solutions in the medical field: genomics; non-communicable diseases (e.g., developing research solutions for cancer treatment); vaccines, serums and other biological drugs.

The procurement is structured into 3 lots, named:
Lot 1 – Spectrometry Equipment: LC-MS/MS System for proteomic or multi-omic analysis; Protein purification system by chromatography,
Lot 2 – Various Imaging Research Equipment, including the following devices:
- Imaging system for chemiluminescence, fluorescence, multiplexing, and colorimetry,
- Power supply for basic applications,
- Vertical transfer system for Western Blot analysis,
- Vertical electrophoresis system,
- Multi-mode microplate reader,
- Complete Western-Blot analysis system,
Lot 3 - Spatial multi-omics imaging platform on tissue sections included in paraffin.
In addition to the actual supply of equipment, delivery will be considered fulfilled when the accessory services are performed, namely:
• installation, commissioning, and testing of the equipment;
• conducting training.
Requests for clarifications from potential bidders must be addressed exclusively in SEAP within the electronic procurement procedure. Answers to clarification requests will be posted within the deadlines established in the AP published on the site www.e-licitatie.ro. The contracting authority will not respond to requests made through other communication means.
In accordance with the provisions of Article 160 paragraph (1) of Law no. 98/2016 with subsequent amendments and completions, the deadline by which any economic operator interested in participating in the public procurement procedure has the right to request clarifications or additional information regarding the awarding documentation is [21] days before the deadline for submitting offers.
The Contracting Authority establishes a deadline in which it will respond to all clarification requests/additional information on the 12th day before the deadline for submitting offers.
This procedure is initiated by UMF Carol Davila Bucharest on behalf of the following contracting authorities: Biochemistry Institute, located in Bucharest, Spl. Nicolau Institute of Virology, located in Bucharest, Sos. Mihai Bravu no. 285, sector 3, tax code 4221209, Prof. Dr. I. Chiricuță Oncology Institute, located in Cluj-Napoca, str. Republicii no. 34-36, tax code 4547125, National Institute for Research-Development in Pathology and Biomedical Sciences Victor Babeș, located in Bucharest, Splaiul Independentei no. 99-101, sector 5, tax code 13828251. This procedure represents a common procurement according to Article 40, paragraph 4 of Law no. 98/2016. UMF Carol Davila Bucharest has the following responsibilities in this procedure: Initiation, organization, and conducting of the bidding procedure. Preparation and awarding of the public procurement contract for the beneficiaries of the equipment. The equipment users have the following responsibilities: Monitoring of the public procurement contract: delivery and installation, receipt and payment of the equipment. Preparation of documents for the primary and final construction.

Spectrometry Equipment: LC-MS/MS System for proteomic or multi-omic analysis; Protein purification system by chromatography.
Supply and accessory services (installation, commissioning, testing, and training) for the following equipment:
- LC-MS/MS system for proteomic or multi-omic analysis – 1 piece
- Protein purification system by chromatography – 1 piece, according to the requirements in the Specifications and Technical Sheets of the equipment.
The financial proposal must not exceed the estimated value of the lot.

Various Imaging Research Equipment.
Supply and accessory services (installation, commissioning, testing, and training) for the following equipment:
