Assignment Title: The Calculation Model For Selecting Sustainable Financing Alternatives (CMSF)

The Government of Indonesia has received financing from the World Bank toward the cost of the Global Environment Facility Indonesia Sustainable Cities Impact Project (SCIP) and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include but not limited to: (a) Conducting Shadow Credit Rating Analysis for City Level; (b) Preliminary Project Analysis, Financial Model Preparation, and Indicative Financing Schemes Selection Analysis for Selected Sub-Projects; (c) Detailed Indicative Financial Model Development and Selection of Financing Schemes for Selected Sub-Projects; (d) Financial Model and Financing Scheme Selection Guideline Development; (e) Focus Group Discussions on 5 Pilot Cities. The Services are expected period of 8 months.

The Directorate of Development Financing and Investment Strategy, Ministry of National Development Planning/National Development Planning Agency now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria for the firms are as follows: Necessary:

  1. Has ability to mobilize in Indonesia (local partners/local experts or project office upon award) and demonstrated experience in working on at least 2 projects related to infrastructure financing, sustainable development, or public sector empowerment;
  2. Have working contract in the field of Consulting Services of at least 2 relevant assignments completed/substantially completed within the last 3-5 years, either in government or private sector;
  3. Familiarity with sustainable cities infrastructure related to waste and wastewater management, integrated clean water supply and stormwater management, energy efficiency and renewable energy, sustainable transportation, low-carbon development or urban biodiversity and sustainable landscape.

Key Experts will not be evaluated at the shortlisting stage. 

The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers dated November 2020 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms as a joint venture or a sub-consultant to enhance their qualifications. In the case of an association, the EOI must explicitly specify whether it is a Joint Venture (all members shall be jointly and severally liable for the entire assignment) or Sub-consultancy. In the case of a joint venture, the member firm appointed to represent it must be clearly identified. All the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. Only the qualifications and experience of members of the joint venture, but not of sub-consultants, shall be considered in the EOI evaluation process.

A Consultant will be selected in accordance with the Consultant’s Qualifications Selection (CQS) method set out in the Procurement Regulations.
