1. The subject of the contract are services consisting in winter road maintenance in the city of Kostrzyn nad Odrą, including the following tasks:
Task 1 – Winter maintenance of paved municipal and district roads, sidewalks, parking lots and footbridges in the city of Kostrzyn nad Odrą in the winter season 2023/2024.
Task 2 – Winter maintenance of municipal dirt roads in the city of Kostrzyn nad Odrą in the winter season 2023/2024.
Task 1 – Winter maintenance of paved municipal and district roads, sidewalks, parking lots and footbridges in the city of Kostrzyn nad Odrą in the winter season 2023/2024.1.1. Task 1 – Winter maintenance of paved municipal and district roads, pavements, parking lots and footbridges in the city of Kostrzyn nad Odrą in the winter season 2023/2024.
1.1.1. The implementation of the subject of the contract should be carried out in a way that does not cause difficulties in road traffic, including evasion of vehicles, and in the case of roads without sidewalks, also for pedestrian traffic. Snow removed from the roadway must not block connections with other roads and entrances to parking lots, all intersections should be open.
1.1.2. As part of the performance of the contract, the Contractor is obliged to:
a) ensuring coordination and supervision of winter action on county and municipal roads,
b) on-call time and in particular:
- round-the-clock dispatcher ambulance,
- obtaining up-to-date information on the state of the weather,
- preparation of daily reports on an ongoing basis from the winter campaign, in accordance with Annex 3 to the agreement, which should be kept every day, not only at the beginning of the winter action. The Contractor is obliged to obtain up-to-date information on the state of the weather, including temperature, and on the basis of the information obtained, a daily report should be supplemented,
- providing round-the-clock communication with the Ordering Party in order to provide instructions, comments and instructions,
c) securing the constant readiness of specialized equipment with service guaranteeing trouble-free winter maintenance of roads, and in the event of its failure, providing replacement equipment at its own expense,
d) purchase, transport and storage of sand, road salt or other means authorized for use in the removal of ice and icing (Regulation of the Minister of the Environment of 27 October 2005 Journal of Laws of 2005 No. 230 item 1960) on their own and at their own risk,
e) winter maintenance in accordance with the standards set out in Annex 2 to the contract and in the order specified in Annex 1 to the contract,
f) ensuring the passability of roads until 6.00 a.m., which is not synonymous with achieving the standards set by the Ordering Party, to which the deadlines specified in Annex 2 to the contract apply,
g) removal of ice on pavements,
h) cleaning of street drains from ice and snow,
i) remove snow from places and at the time specified by the Ordering Party. The removal of snow and mud and the place of its storage belongs to the Contractor, in accordance with the applicable regulations in this respect,
j) use only vehicles and road machines registered and approved for use on public roads and equipped with a yellow flash warning light signal in accordance with the Regulation of the Minister of Infrastructure and Construction of 11 December 2017 on the registration and marking of vehicles and requirements for license plates (Journal of Laws of 2017, item 2355, as amended),
(k) to ensure, in the event of a breakdown of the vehicle performing the services, a replacement vehicle which meets the requirements of this SWZ. The Ordering Party shall not incur any additional costs in this respect.
1.1.3. The Contractor is obliged to perform cleaning works in the areas covered by the contract (removal of sand residues after the elimination of slipperiness) before the end of the contract.
Task 2 – Winter maintenance of municipal dirt roads in the city of Kostrzyn nad Odrą in the winter season 2023/2024.1.2.1. The implementation of the subject of the contract should be carried out in a way that does not cause difficulties in road traffic, including evasion of vehicles and pedestrian traffic. Snow removed from the road must not block connections with other roads and entrances to parking lots and properties, all intersections should be open.
1.2.2. As part of the performance of the contract, the Contractor is obliged to:
a) securing the constant readiness of specialized equipment together with service guaranteeing trouble-free winter maintenance of roads, and in the event of its failure, providing replacement equipment at its own expense,
b) purchase, transport and storage of sand on their own and at their own risk,
c) winter maintenance of streets specified in the detailed scope of works including snow removal and ice elimination,
d) removal of snow from places and at the time specified by the Ordering Party. The removal of snow and mud and the place of its storage belongs to the Contractor, in accordance with applicable regulations in this respect.
1.2.3. The Contractor commences the implementation of the subject of the contract on the basis of the Ordering Party's telephone notification:
a) The Contractor shall commence the action within the time specified in the offer (no later than 2 hours) from receiving telephone information from the Ordering Party. In the event of the need to take action and the lack of instructions from the representative of the Ordering Party, the Contractor is obliged to contact him in order to confirm the necessity of departure.
(b) Upon completion of the work referred to in point (b). and the authorized representative of the Contractor shall notify the authorized representative of the Ordering Party by phone.
