The present operation concerns the creation of the Museum-Memorial of Terrorism on the site of the former outdoor school of Suresnes.

The purpose of this intellectual services contract is to schedule, manage and coordinate studies and works (OPC), technical and architectural synthesis (Synth) and electronic document management and control (GCED).

The scheduling, management and coordination mission is in accordance with the OPC mission defined in Article R. 2431-17 of the French Public Procurement Code and its implementing decrees. Its content is specified in the specification of special technical clauses (CCTP). The amount of the estimated works of this consultation is 37,600,000.00 euroht

In general, the tasks entrusted to the Data Controller are:

A - mission OPC :

- General and detailed planning of design, execution, synthesis and works studies until the reservations of the operation and each sub-operation are lifted;

- General and detailed management of the design and execution studies of the works of the operation and of each sub-operation as well as of the site installations. This includes, in particular, the organization and harmonization of procedures for disseminating information concerning studies and works as well as the long-term control of the quality of these procedures;

- The general and detailed coordination of all the stakeholders in charge of the operation and the various sub-operations as well as the external third parties involved in it, which includes taking into account the interfaces with local or administrative actors (regional and departmental prefectures, municipalities, drac, drieat, concessionaires, etc.);

- Assistance with financial follow-up.

B - SYNTH mission: The technical and architectural synthesis by sub-operations and the overall synthesis mission of the operation.

- The detailed technical and architectural synthesis by sub-operation: the synthesis unit will consist of developing the principles of distribution of the various technical trades, drawing up the synthesis of their networks and terminal elements by ensuring the technical coordination of the execution studies and defining all the impacts induced on the structural and finishing works of the building, including by the secondary trades.

- The general synthesis of the operation (global mission): the management of the synthesis consists of verifying the coherence and compatibility of the distribution principles of the different technical trades of all the sub-operations, taking into account the different prime contractors.

C - Electronic Document Management and Control Mission (GCED):

- The electronic management and control of documents, in order to ensure the storage and processing of documentation (distribution) on the one hand, and the administration of documents, exchanges and visas on the other hand, while guaranteeing security, version control, approval and submission, with a view to delivery of this documentation at the end of the operation.

The market is broken down into tranches, one firm tranche and one optional tranche. See details in section 2.3.1 of the RC in particular.

Clarification on how the price works: this market is a mixed-price market. One share at a global and fixed price and one part at a unit price. The unit price share does not include a minimum amount but a maximum amount of €500,000 excluding VAT for the contractual period

The Firm Tranche concerns the intervention of the OPC in the study phase; and the optional tranche relates to the intervention of the OPC during the construction phase of the works, including the period of analysis of tenders and the period of site preparation
