Description:
The contract involves delivering and implementing an intelligent monitoring and management system for the water infrastructure in Buczek Municipality, including a network monitoring system, SCADA management system, GIS for data management, a mathematical model for decision-making, and installation of drinking water access devices in local schools.

The subject of the contract is the delivery and implementation of an intelligent monitoring and management system for water infrastructure. The detailed DESCRIPTION OF THE SUBJECT OF THE CONTRACT is provided in Annex No. 8 to the SWZ.


LOT-0001
Support for Efficient Management of Water Resources in the Buczek Municipality.
1) The subject of the contract is the delivery and implementation of an intelligent monitoring and management system for water infrastructure, including:
a) a network monitoring system for the water supply network consisting of equipping water supply connections in residential buildings, business premises, public utility facilities, and water stations with intelligent measuring devices with communication modules, enabling comprehensive analysis of the state of the water supply network. System elements: single-stream or volumetric or ultrasonic water meter, equipped with a radio module for remote reading, DN20 – 1547 pcs; ultrasonic water meter equipped with a radio module for remote reading DN25 – 3 pcs., DN32 – 4 pcs., DN40 – 2 pcs., software for data reading and management (mobile application and management platform) along with a reading set (smartphone, scanner, antennas, head).
b) an intelligent water supply network management system of the SCADA type which involves metering key sections of the network and significant points, such as water intake, which will lead to at least: optimization of water transmission and rapid detection of areas of excessive consumption and potential failure sites, operational efficiency of the network and faster problem resolution, ensuring appropriate pressure and quality. The system consists of: telemetry set – 10 pcs.; water supply network monitoring system.
c) a geographic information system (GIS) enabling centralized management of data concerning the water supply network, which will allow for effective water resource management, maintenance records, monitoring changes, planning maintenance, and quick visualization and localization of objects and events on the network, significantly increasing availability and knowledge about water supply infrastructure. The GIS system as an organized environment will include server software, with multi-station access (desktop) via a web browser (www) with a central database for entering, collecting, processing, and visualizing spatial and descriptive data facilitating central management of data concerning the water supply network, such as pipe location, technical parameters, repair histories, or water quality data.
d) a mathematical model of the water distribution system as a virtual representation of the network will allow the data obtained to be used in decision-making regarding, for example, network expansion or modernization, which in turn will optimize network operating conditions and generate savings, e.g., by reducing water production costs. Having information about the operation of the water supply system is essential for proper, efficient, and balanced management of water in the municipality. The model is based on the network graph, which is maintained based on the spatial database in the GIS system. Using built-in analytical tools in the GIS system where the model is built, it will be possible, for example, to support analysis of network operation under conditions of water intake for firefighting purposes (fire simulation); simulate how the network will behave after connecting a new user based on their consumption; simulate the state of the network after closing a fragment during a failure (according to the area indicated in valve analysis); estimate the age of water in the network.
e) delivery and installation of devices ensuring access to drinking water in the Primary School building in Buczek and Czestkowie B. Devices ensuring access to drinking water must be integrated into the water supply system of the buildings in which they will be installed. These devices will provide filtered water that meets the applicable standards, will be equipped with filters and water meters, allowing for monitoring water consumption. Specification: body material: stainless steel, filter set, measurement set enabling real-time monitoring and recording of water consumption.
The detailed DESCRIPTION OF THE SUBJECT OF THE CONTRACT is provided in Annex No. 8 to the SWZ. If trademarks, patents, or origins, sources, or special processes characterizing the products or services provided by a specific contractor are used in the documentation constituting Annex No. 8 to the SWZ, the contracting authority permits including in the offer and then applying equivalent solutions, provided that they ensure compliance with the implementation of the subject of the contract with the documentation constituting Annex No. 8 to the SWZ.
