The Finnish Transport Infrastructure Agency requests your offer for the construction management and supervision services of Highway 4 Konginkangas bypass lanes, ST contract.

The service provider operates under the guidance of the project manager and does not independently produce the services as a whole. The tasks are unspecified subtasks related to construction management and supervision, as well as the duties of a safety coordinator.

In terms of workload, the need for expert services to be procured is mainly focused on site supervision of the contract, and to some extent also on construction management and project preparation tasks. The future construction contract related to this assignment is a ST contract model. The active construction phase of the contract is expected to last approximately two years (2024-2026). The tasks of the warranty period are included in the assignment as described in the invitation to tender and the draft contract.

The duties include the construction management and supervision of the construction contract and the duties of a safety coordinator in accordance with the list of tasks and Government Decree 205/2009.

Here, a construction consultant refers to an entity consisting of project management, procurement, construction management and technical consultants performing the service.

The assignment includes acting as the client's expert in the preparation, investment, acceptance and warranty phases of the contract.

The supervision of the warranty period and the duties of the safety coordinator are part of the mandate.

Pursuant to this contract, the Client shall perform the following tasks in accordance with the To-do List:

- assistive expert tasks during the project preparation phase;

- assisting experts during the contract phase of the contract,

- duties of the local supervisor during the implementation phase of the contract;

- duties of the safety coordinator during the execution phase of the contract,

- expert tasks during the implementation phase of the contract,

- other tasks during the implementation phase of the contract,

- tasks during the acceptance phase,

- other unspecified expert tasks related to construction and supervision

The tasks of the warranty period include:

- monitoring the warranty period of the contract and the duties of the safety coordinator

- carrying out preliminary inspections during the warranty period (1-3 pcs / warranty year)

- coordination of advance inspections during the warranty period, e.g. with the maintenance operator

- coordination of warranty inspections, participation in inspections (1-2 pcs / warranty year) and writing an inspection memorandum

- supervision of the measures to be taken during the guarantee period and the duties of the safety coordinator,

- other unspecified expert and supervisory tasks,

The developer consultant must be independent of all the contractors (designers, contractors and experts) involved in the contract with the main contractor.
