Description:
The Supplier is required to prepare climate change adaptation plans for eight Lithuanian municipalities, with drafts due within six months and final versions submitted in electronic format by the end of the contract, which may be extended under certain conditions.

Based on the developed climate change forecasts and the study of the sensitivity and vulnerability of Lithuanian municipalities to climate change, which will be provided by the Purchaser, the Supplier will be required to prepare climate change adaptation plans (8 units) for the following Lithuanian municipalities: Kaunas city municipality, Klaipėda district municipality, Šilutė district municipality, Palanga city municipality, Vilnius district municipality, Švenčionys district municipality, Kretinga district municipality, and Jurbarkas district municipality. The submission of the drafts of the municipalities' climate change adaptation plans must be done no later than 6 months from the date of signing the purchase contract. Upon the expiration of the indicated deadline, within 2 weeks from the submission of the drafts, the Supplier will hold public presentations of each municipality's climate change adaptation plan drafts (in person or remotely) for the Purchaser and other interested parties (a total of 8 presentations). The Supplier will have to improve the draft plans according to the comments received from the Purchaser and other interested parties before the public presentation, during it, and within 1 month after it, and submit the final versions of the plans to the Purchaser by the end of the purchase contract. The final plans must be submitted to the Purchaser in electronic format (editable version and PDF). The final term for providing services shall be no later than 9 months from the date of signing the purchase contract. The final term for providing services can be extended by a written agreement of the parties for no longer than 1 month, in case of conditions not arising from the Supplier's inactivity, which are recognized by the Purchaser as objective, as indicated in the technical specifications of the service purchase. If the Purchaser recognizes the conditions specified by the Supplier as objectively justifiable and not arising from the Supplier's inactivity, the extension of the service provision term is formalized by a written agreement of the parties, which is an inseparable part of the purchase contract. The economically most advantageous proposal is selected based on the price and quality ratio criteria. Along with the proposal, the Supplier must submit the completed annex “Proposal Evaluation Criteria and Conditions” from the special procurement conditions section 7, titled “Data for the evaluation of proposal Quality (T)” (tables 1-5) with information, data, and documents confirming the compliance of the proposed specialists with the Quality (T) criteria requirements. The terms of the purchase contract are provided in the special procurement conditions section 10. Detailed information about the service procurement is provided in the procurement documents.
