The youth centre in Pirmasens is currently housed in an existing municipal building in the city centre. The property is in poor structural condition and renovation is not economically justifiable. The new youth centre is to be set up in the parcel hall of the former main post office. It is an attractive location in the immediate vicinity of the youth hostel, the train station and the so-called Post Triangle.

As part of a project that had already been carried out, the service phases 1-4 of the object planning for buildings and interiors were provided. Due to changes in the general conditions, the other services in the present procedure will be put out to tender throughout Europe.

For this project, the object planning in accordance with § 34 HOAI 2021 for service phases 4 (proportionate), 5-9 is now to be awarded in the present procedure.

The award of the following planning services is provided for in the present procedure: Scope of services for object planning of buildings and interiors in accordance with § 34 HOAI 2021 Service phases 4 (proportionate), 5-9

The order for the technical planning is issued in stages in accordance with the attached contract documents. Within the framework of the individual service phases, the contractor must provide the listed services of the respective service phase, regardless of whether these services are basic or special services of the respective service phases within the meaning of the terminology of HOAI 2021. The client intends to gradually extend the contract if the budgetary and, if applicable, funding requirements are met, the continuation of the planning and implementation of the project. The other service levels will be called up in writing by the client according to the progress of the project. There is no legal claim on the part of the contractor to the transfer of these services, nor is there any claim whatsoever to remuneration and/or reimbursement of costs in the event of a lack of follow-up orders from further processing stages.

If the client assigns further service phases to the contractor, the contractor is obliged to perform these services within the scope of this contract in accordance with .dem schedule.

At the current stage of the project, the client only sees the necessity of the special or project-specific services contained in the service description Part B with regard to the scope of services. Should the need for the provision of further special or project-specific services arise, these may be commissioned retrospectively on the basis of the hourly rates offered or by mutual agreement. By submitting an offer, the bidders agree to this procedure and undertake to provide necessary special and project-specific services on this basis.
