Description:

The intention of the procurement is to consolidate the Oracle platform in SSB and establish an operational environment with possibilities for almost interruption-free operation.

SSB has an Oracle infrastructure that is built up under several critical systems for data acquisition, audit, analysis and facilitation. Type applications are Oracle Forms, SAS analysis tool, Oracle Data Integrator(ETL), Java, CMS, etc.

The current licence contracts for Oracle Enterprise Edition database consist of a total of 1 200 NUP (named, internal users) for internal applications and 4 CPU licences for internet based applications — the latter is currently connected to an Oracle Database Appliance (ODA).

The hardware is starting to get old and there is an increasing risk that the hardware will break down.

At times there are problems with long running times for some of the existing applications, in particular where the user side with restricted sql competence sits on its data and generates ‘full table scans’ on large tables. A lot of time is therefore used to optimise applications so the the delivery to the final user shall be as quick as possible.

The testing and development environments are demanding to establish/update with new data and, in certain cases, there is not adequate testing data. The existing platform with physical servers combined with existing licence contracts and database location in different network zones, makes it difficult to establish new databases with large amounts of data. This gives challenges for troubleshooting, performance improvements and quality assurance of changes.

A system has already been established for some performance critical databases, with operation continuity between primary and secondary locations based on Oracle Data Guard, which is perceived to be the product that is best suited and the branch standard for ensuring operation continuity for Oracle databases.

The enquiry gives recommendations for a complete implementation of a converged platform for Oracle databases being divided into 2 phases, both for the procurement and implementation.

The system shall, in phase 1 of the delivery, have a converged platform on a primary location, with a minimum of 48 TB storage capacity and with a minimum of 16 CPU-core processor capacity available for the databases. The existing databases are to be migrated to a new converged platform and upgraded to the latest version in this process. Redundancy shall be established for operation continuity in the form of standby databases on SSB's existing platform, by the use of Oracle Data Guard or equivalent.

If the converged system functions satisfactorily, in accordance with SSB's requirements in phase 1, an equivalent converged platform shall be procured and established for a secondary location in phase 2, with a minimum of 48 TB storage capacity and with a minimum of 16 CPU-core processor capacity available for the databases. The system for operation continuity will be moved in phase 2 from the old system to the new converged platform in a secondary location. Old servers and all use of the existing SAN (HP 3Par) for Oracle ASM shall be wound down in phase 2.

The licence model in the processor shall also be assessed to see if it is possible to find a cheaper licence, e.g. by converting from NUP to CPU licences. Any new licence model shall not have constraints as regards SSB's network model. Annex 3).

Based on observations and feedback, the 1st aim is to ensure that the production of statistics is as stable and fast as possible. The following shall be facilitated in the system proposal:

Performance improvements on existing applications without a change of application code;

Simplified and improved operation continuity;

Simpler administration and management of the Oracle platform as a whole;

Low risk when security updates and system maintenance of the platform are being carried out;

Increased scalability as regards performance, data growth and new systems;

Increased automation in the rolling-out process and quality assurance;

Fast establishment and updating of the testing and development environment;

Several technology options for testing/development (security, time and storage);

Lower costs when expanding additional Oracle options/new software.

The delivery shall include:

Detailed design of the system proposal based on SSB's requirements;

All necessary hardware;

Option for software in addition to what SSB currently has;

Complete installation, including full configuration and integration with the existing infrastructure;

Engineering design, design, installation, configuration, migration, testing, training and documentation;

Establishment of standby databases with Oracle Data Guard or equivalent.

Documentation:

Training by user courses;

Consultancy services for licence optimisation of Oracle licences;

Assistance on an hourly basis;

Operational assistance and consultancy help throughout the contract period.
