The services in the contract shall mainly include participation in, or responsibility for the necessary processes related to the overall planning, such as optimising/increasing the Norwegian Armed Forces' properties, buildings and plants (EBA), concept studies, feasibility studies, alternative assessments, capacity utilisation, recommendations regarding the development and strategic options, as well as assessments of and facilitation for Public–Private Partnership (PPP).
