This framework agreement aims to implement action 1.1 of the Entre DeuxHavres Development Partnership Project: the development of a global development strategy (Plan Guide) articulating the relocation of several equipment located in risk areas, the renaturation of a harbour and the recomposition of the entire study perimeter. This framework agreement should make it possible to identify and prioritise territorial issues (current and future) and to establish the main programming axes at the scale of the scope of study in order to translate these programme orientations into urban and landscape projects that are coherent with each other.
