In this expenditure assessment, we want to develop an evaluation method tailored to the cultural superstructure. This evaluation method looks at the superstructure in a broad sense and starts from functions of the superstructure from which tasks can be derived. In this way, we respect the dynamics inherent in the cultural field, which leave room for shifting positions of organisations and which are reflected in the superstructure as an open collection of organisations, while at the same time enabling a systematic evaluation of this group of cultural players who can monitor the effectiveness of this loose network.
