The Consumer Council is a visible, clear, and independent political interest party that sees to consumer rights and perspective, and strengthens their options to exercise consumer power.
The Consumer Council's job is to engage in political interest work with authorities, organisations, and businesses, and to put consumer questions on the agenda in the social debate. The Consumer Council assists and qualifies consumers by providing information, advice, and guidance on rights, obligations, and other relevant consumer questions.
Knowledge from contact with consumers, authorities, and businesses gives the Consumer Council unique competence in different markets, and our spokespersons are very visible in the public debate.
The Consumer Council is financed by the government, but has a free and independent position in its work in defining and promoting political interest cases. The Consumer Council has its own board and its own articles of association. The Consumer Council must be independent of commercial interests and other organisations.
The objective of the procurement is to establish parallel framework agreements with up to three tenderers. The framework agreements will include access to consultants within a broad competence field. Tenderers must cover the need in ongoing and coming development assignments. The objective is that these framework agreements will cover most of the need for ICT consultants in the coming years. The contracts are, however, not exclusive, and involve no obligation to procure. The Consumer Council also has some other contracts that cover adjoining specific needs.
The Consumer Council owns, operates, and further develops the following services:

— Finansportalen.no,
— Strømpris.no,
— Hvakostertannlegen.no (temporarily taken down)
— Internal tool (for example, Intranet/Hjemmebane). Assistance is required for the operation, maintenance, and further development of the existing systems mentioned above, as well as for the development of new systems.
