The Government of China has received a World Bank loan to implement the World Bank Loan Project for Prevention, Preparedness, and Response to Emerging Infectious Diseases – Hainan Province Project (Global “One Health” Hainan Demonstration Project) and plans to use part of the loan to finance HN-FC-32: Consulting Services for the Establishment of a Comprehensive Avian Influenza Risk Intervention Demonstration Site.
The main scope of this consulting service includes: the technical methods and models for monitoring and assessing the risk of human infection with avian influenza in Hainan Province, and the comprehensive avian influenza prevention and control system in Hainan Province. Details of the consulting service are provided in the attached Terms of Reference (TOR).
The total estimated input for this consulting service is 118 person-months, and the implementation period is expected to be 18 months after contract signing, with the anticipated start date of February 2026.
The Hainan Center for Disease Control and Prevention (hereinafter referred to as the “Client”) now invites qualified consulting firms (the “Consultants”) to express their interest in providing the consulting services. Interested Consultants should provide information demonstrating that they have the qualifications and relevant experience necessary to carry out the services. The evaluation criteria for shortlisting are as follows:
1.The Consultant should have a good record and reputation.
2.Between January 1, 2020, and the EOI submission deadline, the Consultant should have successfully completed at least two similar consulting service contracts or two similar national-level projects or assignments, with each consulting service contract valued at no less than RMB 1,000,000, and each national-level project or assignment valued at no less than RMB 500,000. It is preferable that the institution has previously undertaken consulting projects or national-level research projects related to avian influenza or One Health, and possesses the equipment and technical capability necessary to perform the contract. (A copy of the key pages of the contract must be attached, which should at minimum reflect: contract period, scope of services, and official seals of both parties; for national-level projects, attach agreements, TORs, or letters of engagement, etc.)
Interested Consultants should note the provisions in Chapter 3, Clauses 3.14, 3.16, and 3.17 of the World Bank Investment Project Financing (IPF) Borrower Procurement Regulations (“Procurement Regulations,” November 2020), which set out the World Bank’s policy on conflict of interest.
Consultants may submit EOIs in association with other firms to enhance their qualifications, but must clearly indicate whether such association is in the form of a joint venture and/or subcontracting. If a joint venture is chosen and selected, all parties of the joint venture shall be jointly and severally liable for the entire contract.
Interested Consultants should provide supporting documents in accordance with the following requirements. The EOI should at a minimum include:
A company profile of the consulting firm, including organizational structure, personnel, and facilities.
Power of Attorney, and identification documents of the legal representative and the authorized representative; if the Consultant is a joint venture, a joint venture agreement (format to be determined) should be provided.
A copy of the business license or legal person certificate of the consulting firm.
If the Consultant is a state-owned enterprise or public institution, provide the company’s articles of association.

Any other documents that the Consultant considers necessary to demonstrate its capability to complete this project and its competitiveness (if any).
EOI agreements of the joint venture or primary/sub-consultant firms (if applicable).
This consulting service will select the Consultant based on the QCBS (Quality- and Cost-Based Selection) method as specified in the Procurement Regulations.

The original EOI must be stamped with the official seal, and the duplicates may be photocopies of the original.
The original and duplicate EOIs should each be bound into a booklet and sealed together in the same envelope. Both the inner and outer envelopes shall bear the following additional markings:

Note: The Consultant shall ensure that the markings on the outer packaging of the submitted EOI are consistent with the content of the EOI.
The Consultant should also submit, together with the EOI, a color-scanned copy of the original EOI (PDF format) and an editable electronic version (Word format), stored on a USB drive and separately sealed. In case of any conflict between the electronic version and the hardcopy, the hardcopy original shall prevail.
