REQUEST FOR EXPRESSIONS OF INTEREST

(CONSULTING SERVICES – FIRMS SELECTION)

The Chongqing Municipal Government has received financing from the World Bank toward the cost of the Green and Carbon Neutral Cities, and intends to apply part of the proceeds for consulting services of Research Project based on "Green Finance".

 

The consulting services (“the Services”) mainly focuses on conducting a series of research on green finance (with a focus on climate investment and financing with green and low-carbon performance), sorting out and integrating project entry standards, constructing performance evaluation rules, and selecting suitable projects to apply research results, forming typical cases, and supporting the green and low-carbon transformation and high-quality development of Chongqing City.

 

The total effort input for the Services is estimated to be 144 person-months.The Services is expected to start in February 2025 and end at the end of project implementation, with an implementation period not exceeding 18 months.The total investment of this project is 500,000 US dollars, and it is planned to use all grants from the Global Environment Facility.

 

The procurement information of this consulting service is published on the China Tendering and Bidding Public Service Platform - World Bank Zone (https:/www.cebpubservice. com/) and Chongqing Public Resource Trading Center (https:/www.cqggzy. com/). The detailed Terms of Reference (TOR) for the assignment  are attached to this request for expressions of interest.

 

Chongqing Municipal Bureau of Ecology and Environment (“Employer”)  now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

A.The Consultants (including JV partners and/or subcontractors) should have independent legal personality and possess valid business licenses or legal certificates, among other documents. Individuals with experience in climate finance investment and green finance, as well as professional qualification certificates issued by relevant administrative authorities, are preferred; And have supporting capabilities in personnel, equipment, funds, and other aspects.

B. The Consultants should have experience in geographic information data processing and integration, and its performance should meet the following requirements:

(1) The  Consultants should have professional knowledge and experience in participating in the development or implementation of green finance or climate investment and financing related standards, implementation routes, plans, programs, and projects. The business model or financing mechanism formed by the research should have no less than one relevant implementation case;

(2)The Consultants should have participated in at least one national or at least three provincial-level research projects related to climate investment and financing, green finance, "dual carbon", energy and environment (including carbon capture, storage and utilization, energy storage, etc.) ;

(3)The Consultants should have participated in the writing of at least 2 national, industry, or local standards in the fields of climate investment and financing, carbon reduction, energy and environment, or have published 2 or more academic works related to these fields as the first author;

(4)The Consultants has at least 3 provincial-level scientific research platforms in the fields of carbon reduction, energy conservation, clean energy development and utilization, energy and environment, green finance, and ecological environment protection;

(5) The Consultants shall provide copies of relevant project performance contracts as proof, and affix the official seal of the bidding unit.

C. The consulting service team provided by the Consultants should have rich experience and knowledge in research fields such as green finance, climate investment and financing, and energy and environment. Specific qualification requirements can be found in the seventh item of the TOR: Qualification Requirements.

D. Joint bidding of the joint venture is permitted.

E. For foreign consultants, they must possess the same qualifications as mentioned above.

 

 

The Consultant shall provide documents to demonstrate its capability and competency to the requirements of this assignments including but not limited to

 

a.The Consultant’s legal name and business license

b. Contacts and details (address, phone number, and email address)

c. Consultant profiles or brochures

d. Description of the organizational structure, staffing and facilities

e. List project and contract performance that meet the requirements, including completed and

ongoing projects, and provide the appropriate contract as supporting evidence

f. Other documents that the Consultant believes are necessary to demonstrate its competence and

competence for the task;

g. The intention of JV or consortium.

 

 Key Experts will not be evaluated at the shortlisting stage.

 

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.  

 

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

 

A Consultant will be selected in accordance with the Quality And Cost-Based Selection method set out in the Procurement Regulations.
