In the course of the elimination of contaminated sites and to prevent hazards in the Schwarze Pumpe Industrial Park (ISP), extensive area and remediation measures are necessary. In this context, the area of the former beautification ponds will be restored. The area currently poses a danger (fire hazard, soil contamination). However, to eliminate this condition, extensive preparatory work in relation to the topic of "clean-up, remediation, and disposal of waste and site design" is to be realized. For the drainage of the rainwater occurring on this area, its infiltration in a designated "triangle area" is planned. The beautification ponds were once used to improve wastewater quality from treatment plants / cleaning processes / preparation processes. In this case, these "beautification ponds" were linked to the former Zerre landfill. In the area under consideration, there are 4 beautification ponds. These are designated in the existing documents as "settling ponds 7, 8, 9, and 10". The settling ponds are still filled with settling products "coal slurry". Part 1: Remediation measures - Media separation by commissioning from the client, including written release - Clean-up of waste - Removal of the topsoil layer - Contaminant remediation including any necessary clean-up prior to carrying out the remediation - Selection work / separation work - Dismantling of media lines in the area under consideration - Disposal services - Accompanying analytics Part 2: Soil stabilization measures - Transport services for construction material - Placement of masses for soil stabilization - Accompanying analytics Part 3: Creation of the infiltration area - Preparatory work - Preparing / creating the infiltration areas - Accompanying analytics The goal of the measure is a free of contaminated sites, low in pollutants, and free of construction burdens property to create settlement areas in the Schwarze Pumpe Industrial Park.

Schwarze Pumpe Industrial Park; Expansion South 5 North; Restoration of Beautification Ponds.
The tender essentially includes the following services: Part 1: Remediation measures Before and possibly alongside the actual dismantling / remediation measures, contaminant remediation measures must be carried out in accordance with the applicable regulations and guidelines. The corresponding expertise (especially TRGS 524 or DGUV-R 101-004) must be proven to the client. All dismantling and packaging work of the contaminated dismantling material is to be carried out, unless otherwise described, generally with respiratory protection (P3) by personnel with medical check-ups (G1.2 (Asbestos), G26 (Respiratory protection devices) and G40 (carcinogenic hazardous substances) with dust-tight disposable protective suits and using chemical and splinter-proof gloves (no leather). During the dismantling measures, dust development must be prevented through suitable measures (e.g., by continuously moistening the components). Appropriate measures must be accounted for in the respective LV positions. The resulting waste must be utilized or disposed of considering the documentation ordinance, the waste catalog ordinance, and the notes on the application of the waste catalog ordinance. Declaration analyses will be carried out additionally on-site. The proportion of recyclable materials must be maximized through appropriate measures (e.g., sorting, conditioning). All transports of contaminated or hazardous substances must be carried out by an approved transport company. It is expressly pointed out that vehicles leaving the construction site must not cause pollution of adjacent traffic areas. A tire washing facility or multiple daily cleaning of all access and departure routes must be provided, and the costs incurred must be factored into the respective LV positions. Part 2: Soil stabilization measures To create suitable settlement areas and a commercial/industrial re-utilization in the area of the Schwarze Pumpe Industrial Park, soil stabilization measures are essential. The following technology is favored: The beautification ponds will be removed in sections. On these resulting horizons, chemically suitable soils (uncontaminated, BM F0 according to EBV) and additives will be applied - the analysis scope for the materials used must be evidenced according to LAGA PN 98 during preparation and construction supervision. Subsequently, a lime/cement mixture is spread over these areas using a binder spreader and worked in with a soil milling machine. The worked surface is then watered with a water tank, milled again, and subsequently compacted with a sheep’s foot or smooth roller. The steps will be repeated layer-wise. The result is a compacted construction area. The filling of the beautification ponds will be carried out to the current dam level or later road level of about 111m above sea level. The exact height formation will be documented during the realization work through accompanying measurements. The drainage of the occurring rainwater will occur in the area of the northwestern strip. Part 3: Creating the infiltration area (Sub-area 2 "Triangle Area") The establishment of the infiltration area includes the following preparatory measures (service component in Part 1 remediation measures): - Excavation and possibly disposal of contaminated topsoil and all soil material not suitable for infiltration; - Profiling of the drainage ditch on the triangle area and its drainage ditch between the railway embankment and the former beautification ponds (inlet to the trough) - Creating a suitable flat surface; - Creating the trough and its drainage ditch with at least 30 cm of infiltration-capable topsoil - Delivery and covering of a partial area of 5,000 m² with tear-resistant PE foil for the interim storage of topsoil and, if necessary, shredded material from Sub-area 2; The establishment of the infiltration area includes the measures: - Removal of the topsoil from Sub-area 2, interim storage on tear-resistant PE foil on flat surface in Sub-area 1 - about 3,000 m³. - Excavation of the native construction ground in Sub-area 2 - Profiling of the slopes between Sub-areas 1 and 2 - Profiling of a ditch as an inlet to the triangle trough with trapezoidal profile about 1 m deep, slope 1:2, floor width 3 m, total width 7 m, gradient 10/00 (planning adjustment within the execution is possible) as well as the triangle trough in Sub-area 2 - Transport and short-term storage of the excavated material in Sub-area 1 for subsequent use as material for land regulation within the same - a total of about 23,000 m³. - Professional placement of 30 cm of topsoil in the ditch and triangle trough of Sub-area 2. If the topsoil removed from this area, which has been temporarily stored, proves to be suitable for infiltration areas according to BBodSchV, it may be reused for this purpose. Additionally, the delivered topsoil must be applied with a non-binding matrix. The suitability of this must also be evidenced by analysis according to BBodSchV, Annex 2, Table 1 - 3 (effect path soil-groundwater). - Grass seeding in the ditch, trough, and slopes. - On the intended reforestation triangle area, application of shredded material as mulch layer. - Existing measurement / documentation. Following realization, the measurement of the drainage areas must be digitally recorded (3D-CAD/GIS format) and submitted to GMB GmbH for updating the location map.
