The support measure "Improvement of Air Quality through a Modernized and Recognized National Air Quality Measurement System and Scientific Partnerships" (ModAIRn) is implemented under the Swiss-Bulgarian cooperation program—Switzerland's second contribution to selected EU member states to reduce economic and social disparities in the European Union.
The implementation of the ModAIRn support measure will enable the provision of air quality information at an early stage to a wide range of users, including the public, local authorities, the scientific community, non-governmental organizations, decision-making bodies, and other stakeholders. The overall goal of the support measure is to upgrade, modernize, and update the National Air Quality Monitoring System (NAQMS), including monitoring equipment, technical components, and data visualization tools, to achieve a modern, reliable, and recognizable national system that complies with environmental legislation standards and requirements.
The implementation of the "ModAIRn" support measure includes three main activities:
1. Analysis of the technical condition of the air monitoring stations included in the National Air Quality Monitoring System, to verify the need for refurbishment and additional equipment in connection with the revised Air Quality Directive.
2. Replacement of old automatic air quality stations with new ones, creation of two super sites, and replacement of monitoring equipment at other stations to meet the requirements of the new Air Quality Directive 2881/2024.
3. Development of an integrated information system and an easy-to-use mobile application for air pollution risk assessment, providing real-time data to the public, authorities, non-governmental organizations, and decision-makers.
The first activity aims to assess the technical and functional condition of the stations included in the NAQMS and the National Air Quality Information System, identify the need for their refurbishment, upgrade, and additional equipment, and determine the system's compliance with the requirements of Directive 2024/2881/EU "For Cleaner Air for Europe" and the current technological trends and standard requirements in the field of information and communication technologies.
The assessment will cover the overall technical condition of the available equipment, power and communication infrastructure, and their compliance with applicable regulatory and technical requirements as outlined in the current technical specification. Based on the results of the assessment, a justified proposal will be made for the phased upgrade, modernization, and optimization of the existing NAQMS.
Depending on the findings of the analysis, needs and priorities for the replacement of the system's technical infrastructure will be identified. In this context, the scope, parameters, and characteristics of the necessary new equipment and system components will be determined. An assessment of the minimum required number of sample points for fixed measurements in accordance with the requirements of Annex III to Directive (EU) 2024/2881 regarding the protection of human health and public information will be carried out. The analysis will also include the preparation of a proposal for equipment for new pollutants (mandatory and recommended for monitoring), including the necessary equipment for the creation of two monitoring complexes in urban background monitoring sites and in background monitoring sites in non-urban areas.
As a result of the implementation of the first activity of "ModAIRn," a structured approach for the implementation of Activity 2 of the support measure will be proposed.
In relation to this, it is necessary to conduct a public procurement procedure with the subject: "Preparation of a detailed analysis of the existing National Air Quality Monitoring System (NAQMS) regarding Directive (EU) 2024/2881 of the European Parliament and of the Council of October 23, 2024, on ambient air quality and cleaner air for Europe," pursuant to Art. 18, para. 1, item 1 of the Public Procurement Act through an open procedure and under the conditions of Art. 114.
