Description:
The project involves the delivery, installation, and maintenance of electronic information boards and variable message signs for monitoring vehicle movement in Sofia Municipality, along with the implementation of a centralized software system for managing these devices.

This public procurement includes activities related to the delivery, installation, configuration, integration, and connection to a system for automated control and monitoring of vehicle movement within the territory of Sofia Municipality, as well as testing of at least 11 new electronic information boards and at least 167 variable message signs, along with all accompanying construction-installation and repair works for their commissioning, including ensuring the possibility for data exchange and integration with existing and future information and transport systems. The public procurement also includes activities related to the preparation and submission of all project documentation for installation of the technical equipment (structures and facilities, electronic boards, variable message signs), as well as the implementation of author's supervision.
This public procurement also includes activities related to service maintenance and warranty support of the delivered and installed technical equipment.
The contractor must deliver, install, configure, and commission a centralized software system for management, monitoring, diagnostics, and visualization of electronic boards, variable message road signs, controllers, and communication modules;
The software system must:
• be an “on-premises” solution installed on the contracting authority’s server infrastructure or an equivalent infrastructure provided as part of the bidder’s offer;
• provide centralized management capability for all delivered electronic boards, road signs, controllers, and V2X/C-ITS communication modules; support the NTCIP standard (e.g., NTCIP 1203) or an equivalent internationally recognized protocol for management and data exchange with VMS devices;
• support communication via Ethernet, optical connectivity, mobile networks (4G/5G), satellite communication technologies (SATCOM), and/or equivalent communication technologies; provide monitoring of communication channels and connection status with field devices; provide cartographic (GIS) visualization of device locations and status in real time;
• provide real-time visualization of active messages, alarms, statuses, and diagnostic information for devices;
• allow creation, editing, preview, and publication of textual, graphical, and combined messages;
• include an integrated WYSIWYG editor or equivalent functionality for creating visual content;
• allow creation of schedules, scenarios, and calendar planning of messages, including periodic and recurring events;
• provide automatic activation of predefined scenarios upon occurrence of specific events, alarms, or input data from external systems and/or sensors;
• provide real-time synchronization between operator workstations;
• support multi-user operation modes;
• support different access levels and user roles (e.g., operator, administrator, service access, etc.) or equivalent functionality;
• provide logging of operator actions, system events, published messages, alarms, and diagnostic information;
• enable generation of reports, statistics, and summaries regarding operational status and performance of devices;
• allow centralized management of device parameters and configurations, including brightness, communication settings, time settings, diagnostic parameters, and others;
• provide integration capabilities with external systems via API, HTTP REST, MQTT, or equivalent data exchange mechanisms;
• provide options for future integration with traffic management systems, low emission zone systems, C-ITS platforms, traffic control centers, and other intelligent transportation systems;
• support operation in “degraded operating mode” in case of lost connection to the central system, where field controllers can execute predefined local scenarios;
• support secure communications, authentication, data encryption, and access control according to applicable cybersecurity requirements;
