The purpose of this contract is the execution of the safety review of the dams owned by Augas de Galicia by a specialized technical team different from the one that develops the exploitation and the one that is responsible for safety, as well as the scope of the review will include, at least, the following aspects:
a) Review of the documentation of the Technical File.
b) Inspection of the condition of the dam and its facilities.
(c) Analysis of dam and reservoir safety.
Service for carrying out the safety review of the Baiona Dam. AUG-2023-0074. L1The purpose of this contract is:
a) Review of the documentation of the Technical File.
Prior to the review of the documentation of the Technical Archive, the digitization of all the information available both in Augas de Galicia and in the offices of the dam operator will be carried out.
Subsequently, it will be verified that the Technical File of the dam contains the minimum content established in section 26 of the Technical Safety Standard for the operation, safety reviews and decommissioning of dams, referred to in Annex III of Royal Decree 264/2021, of April 13, by
which approves technical safety standards for dams and their reservoirs.
The degree of adequacy of the documentation, the quality of its content, its degree of reliability and its validity to determine the safety of the dam must be addressed.
With all this information, a report will be prepared and the adequacy of the Classification of the dam, the Operating Rules and the Emergency Plan of the dam will be reviewed, to the existing circumstances and the influence that the effects of climate change could have on the content of these documents.
b) Inspection of the condition of the dam and its facilities.
The inspection of the dam and its facilities will be carried out in order to contrast the information extracted from the Technical File with the physical reality of the dam and the reservoir.
The main objective of this inspection is to verify that there are no deficiencies or signs of structural, hydraulic or operational weakness in the dam, in its facilities or in the reservoir, and that the operation is carried out according to the Operating Rules and is in accordance with the physical reality of the dam and the reservoir.
In addition to these works, the topographic verification of the main dimensions of the dam will be carried out, including the characteristic quotas of the drainage organs for the analysis of the structural and hydrological safety of the infrastructure.
(c) Analysis of dam and reservoir safety.
The safety analysis of the dam-reservoir system shall cover at least the following assessments:
- Geological, geotechnical and seismic safety
- Structural safety
- Hydrological and hydraulic safety
- Safety and functionality of electromechanical and hydraulic equipment, energy supply, communications and warning systems and the auscultation system.
- Security and status of accesses and others
Taking into account the above considerations, the safety review document shall be prepared and shall include at least the following aspects:
- Brief description of the dam, reservoir, facilities, accesses and annexed elements that are significant for the safety analysis.
- Summary of the aspects addressed in the analysis.
- Conclusions regarding the analysis of the safety of the dam and the reservoir according to the previous sections.
- Proposals for actions to be developed, with estimated budget and execution deadlines.
- Possible limitations to the exploitation of a definitive or provisional nature pending the completion of the work included in the previous point.
Service for carrying out the safety review of the Eiras Dam. AUG-2023-0074. L2The purpose of this contract is:
a) Review of the documentation of the Technical File.
