Due to the coal phase-out, the German government is investing in structural change in the Lusatia region. The Phoenix New Plant Cottbus project will sustainably strengthen the economy and labor market in the region with a view to the future. The project describes the construction of a heavy maintenance plant at the Cottbus site, combined with the expansion of today's plant. The project is divided into five sub-projects (TP) and all related measures (e.g. dismantling existing buildings and media, adapting road and railway infrastructure, storage areas, outdoor facilities, etc.). A modern and efficient plant for the heavy maintenance of electric multiple units is being built. DB's ICE4 fleet growth leads to an increased need for maintenance and revision, which is to be covered by the new maintenance plant. The goal of the TP 4 sub-project to be insured here is to be able to carry out revisions of the IS600 and IS700 maintenance levels from 2023, in addition to and in advance of the planned ET-IH hall. The multi-functional hall with two tracks will bridge undercapacities nationwide in the heavy maintenance of electric multiple units until the commissioning of the large maintenance hall (ET-IH hall). The multi-purpose hall consists of a maintenance hall L/W/H approx. 444.00 m x 34.00 m x 15.00 m, a trailing roof as a weather-protected connection between the existing compact hall and the interior maintenance system, and 5 building extensions for recreation, technical and storage rooms located upstream on the southwest side.
The investment sum for this project, with a currently planned construction period until December 31, 2023, is estimated at approximately EUR 111 million. The new insurance contract written here will replace the currently existing contract in relation to subproject 4. A currently planned construction period is expected until 31.12.2023. Accordingly, the provisional term of the insurance contract is also planned until December 31, 2023 (plus extended maintenance and subsequent liability - see below -). The insurance contract begins after the end of the tendering process, vsl. from 15.03.2022 (later if necessary) following a currently existing pre-run cover.
(Type H-EU) In liability insurance, the amount of coverage per claim is EUR 20,000,000 lump sum for personal, property and property losses, including benefits from environmental liability insurance.
In planning liability insurance, a separate amount of coverage of EUR 10,000,000 per claim is available at a flat-rate rate for property and financial losses. The aforementioned sums are triple maximized.
Extendend maintenance in the construction and assembly insurance section is 42 months. Additional liability is 10 years in liability insurance and 5 years in environmental liability and environmental damage insurance.
The general deductible is at least EUR 10,000. The deductible is not applicable for personal injury. As part of extended planning liability insurance, the contractual deductible amounts to EUR 100,000 per claim. Extended planning coverage is included in planning liability insurance.
