Description:
Project management assistance for the integration and migration of CHNWL's Computerized Patient Record (CIP)

CHNWL wishes to be assisted by an external service provider for its migration and IPR integration project.

The award of the contract will be made in the absence of a decision on the future solution. Tenderers must therefore be experienced in the deployment of DPI in hospitals and independent of suppliers on the Belgian market.

The CHNWL must finalize the deployment of its new DPI solution by June 2020 at the latest. This close deadline will require from the tenderer a great availability of experienced resources made available to the contracting authority.

Where applicable, this contract will also cover project management assistance for the migration and integration of the "administrative suite" (accounting, billing, pharmacy management, purchasing and logistics, etc.).

The definitive scope of the contract will be determined at the end of the selection procedure for the future IPR.

Assistance to the project owner will resume the following missions without being exhaustive:

- provide support in the different phases of the project,

- provide support in steering and monitoring the project:

- functional requirements specifications,

- support to the project management in the design of the solution (workshop participation, proofreading specification, challenge editor ...),

- implementation of monitoring and management tools and indicators,

- identification of project risks, ...

- provide support when migrating data between old and new systems,

- provide support for the definition, design and testing of any interfaces,

- provide assistance when analyzing any proposals from the publisher,

- ensure the training of users in the use of DPI, according to the supplier's recommendations,

- provide support for the support of change: training, communication, etc.

- support functional verifications and validations and business reception: tests, ...

- ensure regular reporting to the PA of the progress of the development of the solution, and any difficulties or risks.

It can also include related projects in support of project management (detailed interface design workshops, solution design, etc.).

The successful tenderer is, among other things, bound by the following obligations:

- implement the necessary human resources in accordance with its offer,

- independence vis-à-vis the publisher,

- obligation of advice and confidentiality on the organization and the progress of the projects,

- exercising its duty to alert and advise the project authorities,

- continuous risk analysis,

- collect the express and written agreement of the PA:

- before making any modification of the services which are the subject of this contract,

- before delegating all or part of the services that are the subject of the contract to a third party, or to conclude with a third party a contract for the provision of services or subcontracting relating to these activities. This contract must include all the commitments resulting from this clause.

A business approach, solid technical knowledge, as well as good project management skills are expected in order to be able to supervise, check and challenge the work of the editor who will be selected and to pilot the project internally.

The successful bidder will link the functional and technical level between the PA and the selected publisher.

To this end, it will progressively follow the progress of the project to ensure the smooth running of the service in accordance with functional specifications and deadlines.

As soon as it has been designated, the successful tenderer will draw up, on the basis of the known elements, a project plan, a retroplanning as well as a most accurate estimate of the workload in order to determine the overall indicative cost of the project.

This framework validated by both parties will serve as a reference throughout the project.
