The subject of the order is the e-learning platform administration service, development of new and updating of training sessions produced so far, and full adjustment of the platform and training to the WCAG 2.0 standard at the AA level. This contract is part of a larger contract, the value of which is greater than the amount specified in the provisions issued under Article 11 paragraph 8 of the Act of 29.1.2004 Public Procurement Law in relation to services and supplies or construction works. The two-month period specified in Section IV.2.6) of the announcement should be understood as 60 days calculated from the date set for submitting bids. The awarding entity will apply the procedure specified in art. 24aa section 1 of the Act of 29.1.2004 Public Procurement Law (Journal of Laws of 2018, item 1986, as amended).

A detailed description of the Object of the Order is included in Annex 1 to the ToR. The Contractor within 3 days of posting the information on the Purchasing Platform https://zamowienia.miir.gov.pl/ referred to in art. 86 section 5 of the Public Procurement Law, is required to provide the contracting authority with a declaration of belonging or not belonging to the same capital group as referred to in art. 24 paragraph 1 point 23 of the Act. Together with the submission of the declaration, the contractor may provide evidence that the links with another contractor do not lead to a distortion of competition in the procurement procedure. A specimen declaration is attached as Annex 4 to the ToR. The contracting authority provides for the possibility of awarding the contract referred to in art. 67 section 1 point 6 of the Act with a value up to PLN 203,204.22 net in the scope of producing new trainings on ESF related to the financial perspective 2021-2027, other than trainings referred to in point 2 point 9 of SOPZ. Communication between the contracting authority and contractors takes place in Polish via the Purchasing Platform at https://zamowienia.miir.gov.pl/. The deadline for the contract performance referred to in point II.2.7) is given for the purposes of the announcement.

The contractor is required to complete the contract within 48 months:

a) from the date of conclusion of the Agreement in the event that the agreement is concluded after November 30, 2019;

b) from December 1, 2019, if the contract is concluded before December 1, 2019.
