Oslo Municipality, Bymiljøetaten [the Department of Urban Development] is the municipality's professional body in relation to roads, road traffic and public transport on roads. The contracting authority is responsible for the municipal road network, including the standardised county road network. Bymiljøetaten is responsible for following up on noise and air pollution requirements from the road as well as responsibility for long-term traffic planning, traffic and use of street plans, traffic safety and plans for accessibility measures for public transport and operation of municipal urban spaces in Oslo. The urban spaces include common areas such as roads and streets, squares, meeting places, parks and recreational areas.
An important part of this administrative responsibility is related to the procurement of services for the operation and maintenance of the road network in order to ensure good conditions for all road users.
There is an ongoing need for operation and maintenance of roads, pavements, foot and bicycle paths and hiking routes in the entire municipality of Oslo. The area the contract includes the districts of Østensjø (apart from the roads north of the outer ring road), Nordstrand and Søndre Nordstrand. The contractual work includes i.a:
• emptying drains,
• repairing potholes in the asphalt,
• cleaning,
• sweeping,
• snow clearing,
• removing snow,
• scattering,
• emptying waste bins at stops,
• operation of Åsland snow deposit.
There is also a need for maintenance of infrastructure in the road network which shall result in less construction work. The work is carried out as work based on a cost-plus basis and can constitute a large part of the annual turnover of the contract. Smaller construction works are i.a.:
• speed bumps,
• crossing limitations,
• retaining walls.

• asphalt work for roads and pavements,
• red asphalt work on cycle lanes,
• elevating and sinking of manholes and drains,
