With the tender, the contracting entity wishes to find a team of consultants who, in a constructive and value-creating collaboration with Dragør Municipality, will concretize the present development plan 'Tomorrow's Dragør' towards tendering and realization of the overall landscape and construction project.
The consultancy task includes technical advice and assistance in relation to this local coastal protection project - of both landscape and civil engineering measures - in connection with the preparation of an outline proposal, authority project and environmental impact assessment, design up to tender, tendering, project follow-up and handover to operation.
The negotiated procedure has been chosen as the form of competition because the Contracting Entity wants a dialogue-based procurement form with early selection of a team of consultants. The task includes the design of a maturation and concretization project for a unique natural area and with a high degree of regulatory constraints. At the same time, the project contains a number of unresolved advisory processes, which through dialogue with the Tenderer through the tender process, will need to be clarified. This is reflected in the task and process.
The procedure will be conducted as a restricted and negotiated procedure and the contract is expected to be awarded to the tenderer submitting the most economically advantageous tender in accordance with the award criteria set out in Annex II. Specifications section 6.1.
One negotiation meeting is expected to be held with all bidders who have submitted a conditional offer.
