The subject of the contract is the planning services for the following HOAI services:
- Property planning - traffic facilities (§§ 45 et seq. HOAI), service phases 1 to 9 as well as local construction supervision as special services
- Technical planning - technical equipment street lighting (§§ 53 ff. HOAI) in conjunction with Appendix 15, work phases 1 to 9
- Site planning - Engineering structures drainage systems (Sections 41 et seq. HOAI), work phases 1 to 9 as well as local construction supervision as a special service

The city of Leer intends to award planning services for the development of the “Benzstraße” industrial park.
The currently largely undeveloped planned area in the north of the city of Leer comprises a section of the Nüttermoor industrial park on Heisfelder Straße, which is already under development.
On the basis of the original plan, a wholesale company (MIOS) has so far settled here. A car dealership and a large-scale furniture and furnishing market are adjacent immediately north of the planned area. In view of current development intentions as well as the current demand situation, the municipal planning goal is to reorganise the area in question in terms of urban development and to carefully expand it in a westerly direction.
This is intended to meet the need for an attractive and coherent range of commercial space. Evidence of the urban planning necessity for the re-designation of commercial construction areas on a total area of approx. 28.7 ha intended for this purpose was provided as part of a commercial land development concept for the entire urban area of Leer.
