Through an open procedure, the City of Helsinki Transport Institute (HKL) organises a tender for subway support schemes as a framework arrangement for three (3) years.
The acquisition includes annual maintenance support work on the subway at sites determined by subway maintenance.
The acquisition also includes one three-year option period. HKL shall take a separate decision to exercise the option period no later than three (3) months before the end of the actual contract period.
Up to three Service Producers are selected for the Framework Arrangement.

Work in accordance with the Framework Agreement HKL Maintenance space and commission the unit price provided by the service provider selected for the working shift framework arrangement. There are approximately 30 shifts per year and are carried out, as a rule, outside the subway service time at night. The amounts shown in the tender documents are estimates, and the contract does not constitute a requisition obligation for the subscriber. Definitively realized workloads may be either lower or larger than those estimated at the tender stage and unit prices will not be affected by changes in quantities.
The contract price shall include:
· Supporting machine
· machine combustion and lubricants
· All necessary spare parts and wear parts
· operation and maintenance personnel and transport/off transport to Helsinki subway
The support machine provided by the service provider must be suitable for the area of the open space of the subway (Annex 1) and also be able to independently support gears.
The service provider shall provide a measurement report printed by the support machine plotter and, if necessary, other work-related documents together with the subscriber. The subscriber can also use the machine's measuring device feature for other measurement of track geometry.
The subscriber is responsible for the measurement and coronation work required by the support systems, as well as other necessary auxiliary work, e.g. relied on the support machine. Separately, the service provider can also carry out these work as additional work. For security reasons, the language of the work sites is Finnish.
Any sudden emergency work (sudden pressure of track, wagon derailment, crash, etc.) will be agreed separately between the Service Provider and the Subscriber.
The subscriber arranges a parking space for the support machine for the period between continuous shifts, but not for the entire contract period. For safety reasons, parking spaces must be located as far away from the operated track as possible, for example in the subway depot or in the premises of the railway workshop.

Framework Arrangement's operating model:
The acquisition is contracted with up to 3 service providers.
The service to be acquired is primarily ordered from the service provider who gave the most economically advantageous offer (the first service provider). If, for a reasoned reason, the first service provider is unable to perform the mandates (an unforeseen significant increase in workload exceeds the capacity of the service provider, the quality of service does not correspond to the agreed, etc. given the order of affordability, first with the service provider who came second.
