Dansk Retursystem A/S' tender for turnkey contract for the construction of a new factory, Green Field Vest, in Fredericia with associated office and administration premises as well as outdoor areas
In this tender, Dansk Retursystem A/S wishes to tender a turnkey contract for the construction of a new factory with associated office and administration premises as well as outdoor areas at a new location in Fredericia, which will receive the approx. 1 billion empty bottles and cans that return west of Storebælt every year. At the factory, the collected bottles and cans are sorted and the materials are sent for recycling. Dansk Retursystem will thus gather logistics and production for Western Denmark at the finished facility consisting of a factory and associated office and administration premises as well as outdoor areas, which will employ approximately 150 employees, primarily production employees and drivers.
The construction is scheduled to be completed by the end of 2025.
As part of the preparation of the construction project, Dansk Retursystem A/S has submitted an application to Fredericia Municipality for exemption for the building height.
The main purpose of the negotiation phase is to ensure that the contracting entity receives tenders that can meet the contracting entity's needs, including that the building is designed to house a modern factory. The negotiation phase shall therefore provide a framework for a dialogue between the contracting entity and tenderers on the adaptation of tenders and/or the contracting entity's tender documents, including whether the tender documents contain significant risk or cost factors.
The contracting entity will conduct individual negotiation meetings with the tenderers (i.e. the selected candidates who have submitted initial tenders) during which the contracting entity will allocate the same amount of time to each tenderer. In the invitation to submit an initial tender, the contracting entity will indicate the precise date of the selected candidate's negotiating meeting (round 1).
The contracting entity expects to conduct one (1) round of negotiations, during which the initial bids will form the basis for negotiations between the contracting entity and the tenderers.
Prior to the negotiation meetings, the contracting entity will send an individual agenda to each tenderer.
In order to be able to have concrete and detailed discussions with the contracting entity about the tender documents and the content of the tender, each tenderer must as a minimum be represented at the negotiation meeting by the persons offered as project manager, project manager and, where appropriate, construction manager.
At the negotiation meetings, the contracting entity will provide individual feedback on the strengths and weaknesses of the tenders with a view to optimising the tenders by the tenderers. However, tenderers cannot expect the contracting entity's feedback to be exhaustive or necessarily reflect the contracting entity's judgement when evaluating tenders.
After the negotiation meetings, the contracting entity will send an individual record to each tenderer.
The contracting entity reserves the right to put written questions to tenderers after the negotiation meetings with a view to clarifying the tenders in writing.
The contracting entity also reserves the right to conduct further rounds of negotiations, regardless of whether the contracting entity requests revised tenders.
The contracting entity also reserves the right to request revised tenders during the negotiation process. Only tenderers who have submitted initial tenders may submit revised tenders. The contracting entity will set the tender deadline for revised tenders in the request for revised tenders.
The contracting entity reserves the right to award the contract on the basis of the revised tenders. Therefore, tenderers cannot expect that the contracting entity will conduct a further round of negotiations after receipt of revised tenders or that the contracting entity will request final tenders.
If the contracting entity has requested revised tenders and conducts further rounds of negotiations, then the revised tenders will form the basis for negotiations between the contracting entity and the tenderers.
The contracting entity will not limit the number of tenders to be negotiated.
