The purpose of this contract is to provide mobile communications services and other services on behalf of the Ministries and their operators as well as Public Establishments. The services must in particular allow: the transfer, portability and creation of a fleet of subscription lines for mobile communication services, the sending and receiving of telephone calls, SMS and MMS in metropolitan France, the transmission of data on wireless networks independently or simultaneously by voice in metropolitan France, authorise voice and data roaming internationally and in the French overseas departments and territories (roaming), enable the acquisition, renewal and warranty of equipment, support users with a set of additional services: monitoring and/or reporting tools, skills transfer, technical/administrative support
