Description:
Secular Purchasing Group. Supply of electricity in the period from 01.01.2023r. until 31.12.2023

1. The subject of the contract is the supply of electricity in the period from 01.01.2023. until 31.12.2023 up to 1 203 collection points with a total estimated volume (+/-10%) 13 556.93 MWh, of which:

1) For premises and facilities – tariff groups C, G, R (Part 1 of the contract) – 7 112.22 MWh – the PPE list is attached. 1a to SWZ

2) For premises and facilities – tariff group B (Part 2 of the contract) – 1 863.14 MWh – the PPE list is attached. 1b to SWZ

3) For the purposes of road lighting (Part 3 of the contract) – 4 581.57 MWh – the PPE list is annexed. 1c SWZ.

2.The above-mentioned forecast electricity consumption is indicative and may differ from the amount of energy actually consumed during the term of the contract. Reducing or increasing the amount of electricity does not entail any consequences for the ordering parties (customers), except for the need to pay for the actual amount of e.e.

3. Billing periods used: Tariff group B, C2x – 1 month, Tariff group C1x, G, R – 2 months.

Electricity supply to premises and facilities — tariff groups C, G, R

1. Number of measuring systems accounting for consumed electricity 570 pcs.

2. A detailed description of the pre-emptive points (PPE) of the Contracting Party included in Annex No 1a to the SWZ.

3. Estimated electricity consumption during the term of the contract – 7 112.22 MWh, of which:

Zone I 5 387,10 MWh

Zone II 1 725,12 MWh

The above data is indicative. The Contractor should take into account possible fluctuations in electricity consumption at a level of +/ -10%).

4. Deliveries will take place from 01.01.2023. until 31.12.2023, details of delivery dates for individual collection points are described in Annex 1a to the SWZ column "Delivery period".

5. The Ordering Party of Vistula-Park Świecie Sp. z o.o. will have the status of the Manufacturer:

Item No. 2 (number 590310600001839151) in Annex 1a to the SWZ, the ordering party from July 2023 (planned date of connection) will have an installation of photovoltaic panels with a capacity of 50.00 kWp. The contracting authority provides for the conclusion with the contractor whose offer will be selected of a contract for the resale and balancing of energy generated in a RES micro-installation and not used (about 1.0 MWh per year), which will be valid for the entire delivery period.

6. The Ordering Party of the Świekatowo Commune shall have the status of the Manufacturer:

Item No. 51 (number 590310600000717962) in Annex 1a to the SWZ, the ordering party plans to connect a photovoltaic installation with a capacity of 37.99 kWp in July 2022, as a result of which it will obtain the status of the Manufacturer. In this case, the contracting authority will conclude with the contractor whose offer will be selected a contract for resale and balancing of the RES generated in the micro-installation and unused electricity (about 10.0 MWh per year), which will be valid for the entire delivery period.

7. The current electricity supply contracts will expire or terminate with effect on the day prior to the scheduled start date (“Supply Period” column). The obligation to terminate contracts is on the side of the contracting (recipients).

8. Quality standards

1) The subject of the order is the supply of electricity with certain quality standards in accordance with applicable regulations.

2) Quality standards of electricity are described in the Pe and the Regulation of the Minister of Economy of 4 May 2007 on detailed conditions for the functioning of the power system (as amended) and the Regulation of the Minister of Energy of 6 March 2019 with amendments on detailed rules for the formation and calculation of tariffs and settlements in electricity trading.

9. CPV code under which the subject matter of the contract is classified:09300000-2 - Electricity, heat, solar and nuclear energy, 09310000-5 - Electricity

10. The Contractor, based on the Power of Attorney granted, will be obliged to submit contracts on behalf of himself and the ordering party (recipients) to the competent DSO in accordance with applicable regulations and to represent the ordering party (recipients) before the DSO - the process of changing the seller

11. The contracting authority reserves the right to make use of Article 139(1) of the Public Procurement Law, i.e. the possibility of first examining and evaluating tenders, and then making a subjective qualification of the contractor whose offer was the highest rated, in terms of the lack of grounds for exclusion and meeting the conditions for participation in the procedure.

12. As a result of the outcome of the public procurement procedure, 15 contracts will be concluded.

13. The contracting authority requires the provision of a security for the proper performance of the contract, the contractor shall lodge 15 securities for the proper performance of the contract separately for each contract concluded with the contracting authorities.

14. The Ordering Party requests the payment of a security deposit. In the case of submitting an offer for Part 1 of the order: PLN 250,000.00.

Electricity supply to premises and facilities — tariff group B

1. Number of measurement systems accounting for consumed electricity 5 pcs

2. A detailed description of the pre-emptive points (PPE) of the Contracting Party included in Annex No 1b to the SWZ.

3. Estimated electricity consumption over the term of the contract of 1,863.14 MWh, of which:

Zone I 839,80 MWh

Zone II 154,40 MWh

Strefa III 868,94 MWh

The above data is indicative. The Contractor should take into account possible fluctuations in electricity consumption at a level of +/ -10%).

4. Deliveries will take place from 01.01.2023. until 31.12.2023, details of delivery dates in relation to individual collection points are described in Annex 1b to the SWZ column "Delivery period".

5. Measuring systems are tailored to the seller's change procedure.

6. Existing contracts for the supply of electricity shall expire with effect from the day preceding the planned date of commencement of supply. For all PPE, the change of seller will take place once again.

7.Quality standards

2) Quality standards of electricity are described in the Pe and the Regulation of the Minister of Economy of 4 May 2007 on detailed conditions for the functioning of the power system (as amended) and the Regulation of the Minister of Energy of 6 March 2019 with amendments on detailed rules for the formation and calculation of tariffs and settlements in electricity trading.

10. As a result of the outcome of the public procurement procedure, 4 contracts will be concluded.

11. The contracting authority requires the provision of a security for the proper performance of the contract, the contractor shall lodge 4 security for the proper performance of the contract separately for each contract concluded with the contracting authorities.

12. The Ordering Party requests the lodging of a security deposit. In the case of submitting an offer for Part 2 of the order: PLN 65,000.00.

Supply of electricity for the needs of road lighting

1. Number of measuring systems accounting for consumed electricity 628 pcs.

2. A detailed description of the pre-emptive points (PPE) of the Contracting Party is included in Annex No 1c to the SWZ.

3. Estimated electricity consumption during the contract period of 4 581,57 MWh, of which:

Zone I 3 708,14 MWh

Zone II 873.43 MWh

The above data is indicative. The Contractor should take into account possible fluctuations in electricity consumption at a level of +/ -10%).

4. Deliveries will take place from 01.01.2023. until 31.12.2023, provided that the details of delivery dates (start and end) for individual collection points are described in Annex 1c to swz column "Delivery period".

5. Current electricity supply contracts will expire or terminate with effect from the day preceding the planned delivery start date (column 'Delivery period'). The obligation to terminate the contracts lies with the contracting authorities (recipients).

11. The Contracting Authority requires the provision of a security of the proper performance of the contract, the Contractor shall provide 9 safeguards for the sound performance of the contract separately for each contract concluded with the Contracting Authority.

12. The Ordering Party requests the lodging of a security deposit. In the case of submitting an offer for Part 3 of the order: PLN 155,000.00.
