The purpose of the contracting authority is to find providers carrying out social transport services in the territory of Saaremaa Municipality who provide social transport services under the conditions set out in the procurement documents and its annexes.

The service is provided to a person who, due to a special physical or psychological need, has an obstacle to the use of a personal or public vehicle and who is directed to the social transport service by the rural municipality social department in order to enable them to use the means of transport corresponding to their needs in a medical institution, to travel to or to an educational institution, use public services or other activities necessary for everyday life.

The contracting authority reserves the right to increase or decrease the circle of service persons by informing the carriers in writing.

Provision of social transport services by vehicles of category M1 (at least 6 vehicles) that meet the requirements set out in points 3.1.2, 3.1.4 and 8 of Document 2 “Technical description”.

Provision of social transport services by vehicles of category M1 (at least 3 vehicles) that meet the requirements laid down in points 3.2.2, 3.2.4, 8 and 9 of Document 2 “Technical Description”.

The vehicle must have at least one wheelchair seat and a minimum of 4 seats for a regular passenger.

Provision of social transport services by stretcher vehicle satisfying the requirements set out in points 3.3.3, 3.3.5, 8 and 10 of Document 2 “Technical Description”.

The vehicle must be located in or near Kuressaare.

Provision of social transport services by vehicles of category M1 (at least 2 vehicles, including one vehicle with disability), which satisfy the requirements set out in points 3.4.3, 3.4.5, 8 and 9 of Document 2 “Technical Description”.

Provision of social transport services by vehicle of category M1 (passenger car or minibus) which meets the requirements set out in points 3.5.2, 3.5.4 and 8 of Document 2 “Technical description”.

The vehicle must be located in the Orissaare area.

Provision of social transport services by vehicle of category M1 (passenger car or minibus) which meets the requirements set out in points 3.6.2, 3.6.4 and 8 of Document 2 “Technical description”.

The vehicle must be located in the Leisi area.

Provision of social transport services by vehicle of category M1 (passenger car or minibus) which meets the requirements set out in points 3.7.2, 3.7.4 and 8 of Document 2 “Technical description”.

The vehicle must be located in the Lümanda region.
