the services are divided into three technical items: - pt1: flat-rate services - systematic regulatory visit of hydrants - public domain of the municipality. - Pt2: non-fixed-rate services - maintenance and repair of hydrants - public domain of the municipality. - Pt3: non-fixed-rate services - renewal of hydrants - public domain of the municipality

the services are regulated by fixed prices and unit prices according to the stipulations of the deed of commitment. Pt1 will result in a fixed annual price. Pt2 and 3 are framework agreements with single-awarded purchase orders, made by a Public Buyer with a maximum amount and without reopening competition when awarding purchase orders, pursuant to Articles L.2125-1 1°, R.2162-1 to R.2162-6, R.2162-13 and R.2162-14 of the Public Procurement Code
